12 A COMMON TRANSNATIONAL SCHEME COMMON/SHARED RULES FLEXIBLE to the 9 DIFFERENT PILOT REGIONS’ NEEDS MANAGED AT REGIONAL LEVEL SPECIFIC PROJECT TIME CONSTRAINT UNDER THE FRAMEWORK OF ERDF RULES (Need to select KP with public procurement)

13 AIM AND RESOURCES The Innovation Voucher are aimed at the design, prototyping and marketing of products or services related to the assistive technology for the elderly TOTAL Budget: € 60.000,00ENTITY The voucher has a value of € 7,500.00, VAT and all other charges includedBENEFICIARIES Researchers aged up to 35 years with a degree and having their residence or domicile in the territory of Marche Region; Willing entrepreneurs aged up to 35 years; Professionals aged up to 35 years, registered for VAT and entered in the relevant register of one of the Marche Region provinces.

14 SELECTION OF KNOWLEDGE PROVIDER A unique call for expression of interest for knowledge providers was opened from March to End of April, promoted and managed at local level. (No. of 24 EoI received from the SEE area) DURATION OF FUNDING Voucher projects are to be completed within 4 months from the date of voucher issue.

15 ASSESSMENT CRITERIA The innovation projects will be assessed according to the main following criteria: Experience and expertise of the beneficiary in the field of interests of the notice 10% Innovation, originality and transferability. Technical / scientific quality of the project and originality of the idea 15% Methodology for the development of the project 20% Consistency of the project with the challenges related to the assistive technology for the elderly 20% Adequacy and adherence of the service provided by the Knowledge Provider with respect to the objectives of the innovation project 20% Financial sustainability - Realistic and consistent Budget 10% New collaborations between the beneficiary and the Knowledge providers of other nationalities 5%

20 Transnational scheme is useful to stimulate and support SMEs to internationalize and get in contact with international advanced systems and business environment. Transnational scheme is considered easy and quick. Transnational scheme as PPI with involvement of end users is a good instrument for the application of a quadruple helix approach. The Voucher gave the chance to young researchers who want to build up something new to: get in contact with new players, meet others with similar ideas, merge them and raise with something better, build first prototypes. It is an opportunity to connect different people to help them work together in the future. It is an opportunity to use different eligible services that are not available in the region pushed SMEsThe Voucher pushed SMEs to work in the specific sectors of S3. The Voucher helped Regions to: establish a new open market centralized mostly to SMEs and boost active cooperation among all involved actors, offer high-quality knowledge facilities or services that probably would not have been available in the region.

21 SMEs need support to develop innovation and deal with foreign KP POSSIBLE SOLUTION POSSIBLE SOLUTION: Have an expert/facilitator that help SMEs in the application and in the choice of foreign KP Regions are different, the call should be UNIFIED but FLEXIBLE and built on common EU standard/regulation POSSIBLE SOLUTION: POSSIBLE SOLUTION: Draft a common framework that can be tailored to local needs and economic situation within a EU label of innovation voucher scheme Knowledge providers need to be “certified” POSSIBLE SOLUTION: POSSIBLE SOLUTION: Use existing platform for certification Voucher scheme linked to specific sectorial needs has to be managed by specialized managers POSSIBLE SOLUTION: POSSIBLE SOLUTION: Contract expert to support the scheme Voucher scheme as it is does not stimulate itself innovation and may have a limited impact POSSIBLE SOLUTION POSSIBLE SOLUTION: Plan a process of support for innovation capacities
