2 AD Changes Deputy IC and AC are now okay – The Area Commander, Type 1 or Type 2 Incident Commander, Security Specialist Level 1 or Level 2, Fire Investigator, and Buying Team Leader are key positions and may be filled only by current agency employees. For state or local government partners who cannot work on Federal incidents under their employment status or cooperative agreement due to policy or statute, the following positions may to be filled in the 2009 pay plan under the included conditions: a. Area Commander: State or local government employees who meet qualifications as certified by their Geographic Area Coordinating Group. b. Type 1 and Type 2 Incident Commander: State or local government employees who meet qualifications as certified by their Geographic Area Coordinating Group.

3 AD Changes Con’t c. Fire Investigator: State or local government employees. 5. When approved by the Director, Acquisition Management (AQM) retirees may temporarily have warrants reinstated and may be hired as ADs in these positions: a. Buying Team Leader. b. Contracting Officer. Additional positions added to the matrix Deleted HELM and HELB as they are no longer positions in 310-1. Insert HMGB, Helicopter Manager Boss

4 Incident Travel ADs Will be paid on OF-288 for mileage/incidentals Flights made through CBA will NOT require voucher or TA Will need to be processed through GovTrip if more than above (ie. Hotel, meals) For FS ASC will help with TA and Voucher BLM used GovTrip after the fact

5 Incident Travel cont. BLM employees use GovTrip after travel FS employees Prepare a limited open authorization for Mission-Critical Use GovTrip to process TA and Voucher P Codes will be available to all for TA Crew Bosses can still use PCMS to subsist their crew

National Forests in NC and FL will be the next 2 Forests using Debit Cards after the initial test period in AR. AD Pay Plan - The 2009 DOI AD Pay Plan was effective 5/21/09 (for AD's SPONSORED by DOI) Forest Service sponsored AD's are hired/paid under the 2009 Forest Service AD Pay Plan that was effective 3/31/09
