9 International Chain of Guarantee Customs duties and taxes at risk are covered through the “Deed of Guarantee” with a national TIR Guaranteeing Association The Guaranteeing Association is the national partner to the Customs authorities for resolving an irregularity caused by any TIR Holder Goods transported under the TIR procedure are not subjected to the payment or deposit of import or export duties and taxes at Customs offices en route (Article 4) Page 9 © International Road Transport Union (IRU) 2013
