ENVIRONMENTAL PARTNERSHIP in East Asia

Growing Environmental Challenges of East Asia Air pollution is estimated to cause more than 1.5 million premature deaths each year in Asia 12 of the 15 cities with the highest levels of particulate matter and 6 of the 15 with the highest levels of sulphur dioxide are in East Asia In China, hospital admissions due to respiratory illness are 346,000 higher per year because of excess pollution Rapid economic growth but limited environmental considerations Environmental Indicators

East Asia is the fastest urbanizing region in the world More than 60 percent of the increase in the world’s urban population over the next three decades will occur in Asia (often in small urban settings) Rapid urbanization in this region poses a serious environmental threat High level of water and air pollution, substandard housing, deteriorating infrastructure, poor waste management, etc Urban Population by Region: 2000 and 2030 Rapid Urbanization and Environment LAC: Latin America and the Caribbean (millions)

World Bank’s Environmental Strategy in East Asia Supports environmentally sustainable growth by: - Financing projects and programs with environmental objectives - Promoting macroeconomic and sector policy reforms that strike a balance between economic growth and environmental protection - Working with clients to build environmental assessment and regulatory capacities - Supporting efforts to increase public participation and environmental awareness - Effectively implementing the Bank’s environmental safeguard policies

Korea’s Experiences in Environmental Issues One of the fastest growing economies in the world. Experienced environmental challenges arising from rapid industrialization and urbanization in the 1960s to 1980s. In the early 1980s, Korea’s total pollution load peaked. However, strong government policies combined with grassroots environmental movement, since then, reversed the downward spiral of Korea’s environment. Has relevant accumulated knowledge and experience on environmental issues which (in often slightly modified form) is applicable to other countries in the region.

Environmental Partnership in East Asia Client Countries (China, Vietnam, Philippines) Country-Specific Expertise Urban & Industrial Environmental Challenges Korea East Asia Applicable Practices Urban & Industrial EM Experiences EM Knowledge of East Asia Korea East Asia Applicable Practices Urban & Industrial EM Experiences EM Knowledge of East Asia World Bank Diagnostic Analysis Cross-Sectoral Experiences Cross-Regional Experiences World Bank Diagnostic Analysis Cross-Sectoral Experiences Cross-Regional Experiences

Projects of Environmental Partnership China: Environmental Management of SMEs and Industrial Zones - Flourishing small and medium size enterprises (SMEs) and development of industrial zones (IZs) create many pressing and critical environmental challenges - Suggested strategies to improve environmental management in government and industrial sectors Philippines: Integrated Watershed Management for Laguna de Bay - One of the largest lakes in the Southeast Asia has been experiencing rapid urbanization and subsequent environmental deterioration - Recommended integrated watershed management strategies based on Korea’s integrated river basin management system Vietnam: Environmental Management for Traditional Crafty Village - Small scale crafty enterprises in rural areas of Vietnam exacerbates environmental problems by noxious gases and untreated wastewater - Strategies are suggested to enhance the institutional capabilities of central and local governments as well as to build community participation

EP for the Future Research on linkages between long and medium term Economic Development Plans and Environmental Planning (macro level) Increased focus on urban and industrial environmental issues (incl. SMEs): air, water pollution, sewerage and solid waste treatment. Cooperative research and projects to solve region-wide environmental issues: trans-boundary pollutant patterns, sand dust and acid rain, etc Research on linkages between long and medium term Economic Development Plans and Environmental Planning (macro level) Increased focus on urban and industrial environmental issues (incl.
