He has lived in Hong Kong for the last 15 years, and currently divides his time between Hong Kong, Beijing and Shanghai. His role in KPMG is to advise financial services clients in Hong Kong and China (including major state-owned banks) on improving their risk management, with a particular focus on Basel II, governance and regulatory issues, and anti- money laundering (AML). Since joining KPMG he has led or participated in engagements in Hong Kong and China in the areas of operational risk management, credit and market risk model validation, Pillar 2/ICAAP/capital management, regulatory compliance/licence applications, and AML. He also provides advisory services to central banks/regulators, e.g. on Pillar 2/ICAAP/SRP. As Executive Director (Banking Policy) at HKMA, he was the leader of the Basel II program for Hong Kong, and was responsible for the development of prudential policies and guidelines on all areas of risk management. HKMA policy initiatives with which he is particularly associated include the policies on liquidity, Pillar 2/ICAAP/SRP, and provisioning (the “regulatory reserve”). He also has hands-on experience of the supervision of both major international banking groups (including, for many years, HSBC, Standard Chartered, and the major US banks) and local banks, including through the Asian financial crisis. Simon participated regularly in both “Basel” and Asian regional supervisory groups for nearly a decade, and has had wide contact with and is well known to regulators throughout the region. A well-respected commentator on supervisory/regulatory issues, he has featured numerous times in the press, in periodicals and at conferences on risk management, Basel II, AML, and the global financial crisis. Recent speaking engagements include AsianBanker, Bank for International Settlements (BIS), British Chamber of Commerce (Shanghai), China Banking Regulatory Commission (CBRC), Institute of International Finance (IIF), Institute of Regulation and Risk, Kornerstone Annual Symposium on Risk Management, and People’s Bank of China (PBOC) events; and recent appearances in risk/finance periodicals include OpRisk & Compliance, Asian Banker, AsiaRisk and Banking Today magazines. As a former senior Asian regulator, Simon has wide experience of all manner of regulatory issues, and all aspects of Basel II, AML, and risk management issues more generally, including practical experience of resolving the particular implementation and regulatory issues faced by banks in Asia.
