In 1918 at the start of the civil war Lenin introduced his new idea of War Communism. (copy) This is what he said – “So that we can win this war drastic measures have to be taken. We must make sure that our soldiers have the food and weapons they need. What happened in the factories? This is what a worker said – “ We are unhappy that because we are forced to work where that government tells us. Every where we go we have to carry this damned workers pass. We can get no food without it.
