3 Principles of M&E of Joint Programmes All partners are jointly responsible for the M&E framework and plan Implementation of M&E Framework is shared among Agencies according to thematic and geographic presence/capacity, suited to the purpose UNDG and UNEG guidelines are followed for M&E of all Pilot countries

9 M&E Achievements 2009 Process for One UN Report of One Programme Initiated. Standardized templates for Joint Annual Work Plan, Joint Monitoring Plan, Joint progress Reporting used by all JPs. Joint Annual Work Plans and Joint Reports produced at JPC level Annual Work Plan for Operation Management Team developed with indicators and baselines. DaO-MIS created for tracking financial information of one budgetary framework and UNs support in humanitarian, Development and stand alone activities.

10 Joint Annual Work 2010 Process Discussions held to develop a draft Joint Annual Work plan at Inter Agency Working Group level through a prioritization exercise in addition to carrying forward the unimplemented activities of 2009 workplan. Draft JPC level workplan discussed in Task Force meetings chaired by Government Counterparts with provinces represented through senior Govt. officials. Provincial Coordination Teams (PCTs) were established in Punjab and Sind to coordinate the Joint UN support at provincial level with key development partners. The provincial consultations for AWP were facilitated by PCTs for a more meaningful and comprehensive engagement of provincial partners in the process. Provincial visits were conducted to discuss Education JPAWP. Ministry of Education, Policy and Planning wing, Curriculum Wing, Projects wing, Training wing, National Commission for Human Development, NEVTEC, NARC, Ministry of Health, Directorate/Department of Education of all Provinces were consulted. Task force meetings are being for H&P work plan finalization. Ministry of Health, Ministry of Health and Ministry of population Welfare, Department of Health, National MNCH Programme, Planning Department, Ministry of Youth Affairs, National Nutrition Wing.

11 JAWP Process Cont. Environment JAWP to be presented to 6 Provincial Implementation Committees. Ministry of Environment, Environment Protection Department, Planning and Development, Sind Environment Protection Agency, Ministry of Science and Technology, Planning Commission, Federal Bureau of Statistics, Ministry of Education Curriculum Wing, Population Census Organizations, Forest Department, Ministry of Agriculture and Livestock water JPC 1 of DRM developed with NDMA and JPC 2 developed with Provincial Committees. NDMA, PDMAs, DDMAs, Ministry of Health, Ministry of Population Welfare, Planning Commission, Civil Defense Department, TEVTA, Provincial Home Departments, Irrigation Departments, Youth Affairs Department Provincial consultation ensured through the presence of provincial representatives in ARP Task Forces. Ministry of Food and Agriculture, Ministry of Livestock, SMEDA/TUSDEC, GoAJK, Planning and Development Departments, Federal/Provincial Chamber of Commerce and Industries, Ministry of Finance,TEVTA, were consulted All JPs have two versions of JAWP for Funded and Unfunded results. All work plans clearly reflect geographic locations against activities.

12 Progress in DRM Six Provincial Disaster Risk Management Plans prepared and two plans launched, Earthquake Risk Assessment of 28,000 buildings conducted in Earthquake prone areas, Hazards Livelihoods Vulnerability Assessments and Contingency Plans for droughts, cyclones, floods, earthquakes, landslides, GLOFs launched, Module on Disaster Risk Reduction and Emergency Response Management included in the course curriculum of the Civil Services Academy for sensitization of Civil Servants. National Emergency Guideline and Standards finalized for Health Emergency and Preparedness Cell at Ministry of Health, Contingency planning for Cholera, ARI, H1N1, bird flu completed, Two mobile response teams set up under NDMA, Community Based Disaster Assessment and Response Teams established, Established 6 community and district rapid response teams, Mangrove Plantation on 100 hectares in Tsunami prone areas, Early Warning System for droughts, Tsunami and communicable disease monitoring in high risk districts completed, Training courses on DRM conducted in 66 districts out of 126, 80 Masons & 90 Engineers trained in Earthquake Safer Construction & Retrofitting Techniques, Strengthened local DRM networks of NGO's, CBO's, and community leaders in earthquake-affected areas for experience sharing, 14 projects completed related to Hosting Areas especially in the areas of Health, Education and WASH Refugee Affected areas, management structures put in place, PMUs established, District Coordination Committees established and RAA networks established including UN agencies, district, provincial and federal level Government counterparts and local communities.

13 Progress in Environment National Drinking Water Policy developed aiming at improvement in the quality of life by reducing incidence of death and illness caused by water-borne diseases, National Climate change policy formulation initiated Final Draft of National Wetland Policy developed, Final Draft of National Forestry Policy 2009 Developed, National Sustainable Development Strategy (NSDS) launched on World Environment Day, Environmental education in school curricula completed, GIS Database of Wetlands Completed in all provinces of Pakistan, Mass Awareness on Water Conservation (MAWCD) project launched and implemented, National Behavioral Change Communication Strategy and Action Plan (NBCCS&AP) for watsan sector developed, MoEnv supported to develop these standards under the framework of National Policy on Safe Drinking Water. Disaster Risk Management: Two RAHA Regional Offices in disaster prone provinces, housed in the respective Government Departments are functioning with Provincial Task Forces nominated and District Coordination Committees notified. All forums are functional and contributed to the preparation of AWP 2010. Ownership of Government ensured through regular coordination meeting with Water and Sanitation, Irrigation, Planning and Development, and Livestock Department.
