2 eContentplus 2006 2 eContentplus objectives Overall aim “to make digital content in Europe more accessible, usable and exploitable, facilitating the creation and diffusion of information, in areas of public interest, at Community level”. Enabling role Help content stakeholders (providers and users) realise the full potential of digital content … by creating better conditions for accessing, using, reusing and exploiting digital material … in areas with a public interest, which would not develop or would develop at a slower pace if left to the market... based on which it will be possible to build added-value products and services across Europe

10 eContentplus 2006 10 Project types in 2006  Targeted Projects address specific barriers that prevent or limit access to and the use of digital content at any stage of the chain — production, exposure, discovery, acquisition and use. Key objective: improve interoperability and usability of existing content.  Thematic Networks bring together relevant stakeholders, expertise and facilities for awareness raising and exchange of information. Key objectives: identification of best practices and achieving consensus on methods and standards.

11 eContentplus 2006 11 NB: Major differences 2005 - 2006  No content enrichment projects this year  Content providers must be part of the consortium  Users should be involved, either as participants or stakeholders  Educational content useful for formal education systems  Target area “cultural, scientific/scholarly content renamed “digital libaries”  For digital libraries only content held by museums, libraries and archives will be considered this year Requirements tightened and focus narrowed with a view to obtaining fewer and better proposals

13 eContentplus 2006 13 Common requirements for TP - 1 For the consortium:  Must include content providers.  Should also include users - not necessarily as participants. For the European dimension:  The issues should have a European interest.  The ways to tackle them should impact on a large number of users and EU countries (especially new Member States).

14 eContentplus 2006 14 Common requirements for TP – 2 For the content:  Quality, quantity and selection criteria of content (and of related metadata) to be contributed by each provider  Consortium has to ensure availability of input content.  Where IPR apply, put in place licensing or clearing arrangements for project results. For the expected impact:  Analysis of demand (target users and needs)  Demonstrate critical mass  Results accessible beyond end of project  Sustainability

15 eContentplus 2006 15 Common requirements for TN  Cover majority of EU Member States including at least 3 new Member States.  Involve major relevant digital data stakeholders from the countries covered  Be open and proactive in attracting new partners

16 eContentplus 2006 16 Geographic information Targeted Projects What is it?  Core spatial information, i.e. any data with a direct reference to a specific location or geographic area. (typical example: maps) Objective:  aggregate ‘core’ geographic information across borders  guarantee its interoperability for seamless data integration To resolve problems relating to:  Fragmentation and missing harmonisation between datasets and sources  Diverse collection/preservation practices

17 eContentplus 2006 17 Geographic information One Thematic Network Objective:  Exchange of information and best practice between stakeholders on interoperability and on tagging digital geographic information with semantically well- defined metadata.  Spread awareness among geographic information stakeholders of the benefits of meta-tagging.  Coordinate steps to ensure organisational cohesion and the sustainability of relevant actions.

Digital content that can be used for learning Focus in 2006: face-to-face or distance learning in the formal education system, and especially in compulsory education, secondary general education and higher education Overall objective: Enhance access, use and exploitation of existing educational content and/or learning repositories across borders in different formal education contexts and in several languages

19 eContentplus 2006 19 Issues to address:  content interoperability  trust and management  adaptability of digital content  distributed digital repositories or enabling infrastructure for related brokerage services Solutions … …. should integrate technical, pedagogical and organisational aspects to address problems at all stages of the chain “creation, publication, discovery, acquisition, access, and use”. 20 eContentplus 2006 20 Objective  Identify specific problems and best practice for achieving the overall objective.  Promote consensus building and coordination of stakeholders at the organisational level for the implementation and sustainability of the solutions identified including, for example:  adoption of common reference models  roadmaps for operational actions  advice to policy-making bodies  concerted actions to convey European needs to standardisation bodies for learning technologies. Digital Libraries is a flagship initiative under i2010 with the vision of making Europe’s cultural heritage accessible and available for use to its citizens over the Internet It includes three main strands:  Digitisation  Online accessibility  Digital preservation eContentplus contributes to improving online accessibility Digital libraries and eContentplus

22 eContentplus 2006 22 What is it?  digital libraries are organised collections of digital content made available to the public  cultural content is content held by cultural institutions (museums, libraries and archives)  scientific/scholarly content is content published results of researchers’ work (e.g. articles, papers, conference proceedings) Objective  Improve interoperability of European cultural and scientific/scholarly content (digital libraries) held by cultural institutions and enable multilingual access, in order to enhance its visibility as well as cross-border access, use and re-use. 23 eContentplus 2006 23 Specific conditions  Address issues related to:  to the standard-based interoperability between digital objects and collections and the interoperability of systems authorising use  and/or to multilingual access to the underlying digital content (excluding however the translation of existing content) Digital libraries Targeted Projects

24 eContentplus 2006 24 Objective  Identify best practice in interoperability of digital European cultural content (including different types of content) coming from different types of cultural institutions.  Achieve consensus on the use of common standards to facilitate searching the collections of the cultural institutions as part of the European Digital Library. Specific conditions  Key stakeholders from the different cultural institutions.  Proposals representative of the different types of institutions and able to ensure a wide take-up of the agreed standards.  User needs should be taken into account. 26 eContentplus 2006 26 Reinforcing cooperation One Thematic Network for Public Domain Objective  Awareness among content stakeholders on the importance of issues relating to the usability and accessibility of public-domain digital content. Identify the issues and develop strategies for tackling them at European level. Specific conditions  Experts from different backgrounds with an interest in the public domain, such as IPR experts, content owners (libraries and archives), representatives of the scientific community, end users and consumers.  Participants represent the interests of actors from a sufficiently wide geographical area.

37 eContentplus 2006 37 Selection criteria  Financial and operational capacity to carry out the project  financial evaluation - co-financing  adequate human resources  Professional competencies and qualifications  documented relevant experience (e.g. academic qualifications or previous projects) Proposals failing to pass the selection criteria cannot be retained for co-funding.

39 eContentplus 2006 39 eContentplus offer  The Commission will offer a grant to the successful consortia to perform the work they proposed.  All results/knowledge will be owned by the consortium.

43 eContentplus 2006 43 Indirect Cost  Overheads: Flat rate up to 30% of personnel costs.  general management and administration costs  depreciation of buildings and equipment  rent, heating, water, electricity, office furniture  personal computers, office supplies including printer ink and stationery  telecommunications and postal charges. No overheads for Thematic Networks
