Programs IT Schedule 70 The GSA IT Schedule 70 offers significant benefits in cost savings, time savings, selection, and built-in value. IT Schedule 70 customers save time during both the planning phase as well as the procurement phase through use of GSA’s suite of eTools that facilitate market research and offer automated purchasing capabilities. Cost savings are realized through GSA’s IT Schedule 70 pre-negotiated ceiling prices that provide significant discounts from commercial pricing and serve as a starting point for head-to-head competition or further negotiations. The GSA IT Schedule 70 Schedule also provide customers with a broad selection of contractors who provide a large variety of products and services. GSA IT Schedule 70 Schedule has built-in value that is provided at no cost to customers including a customer outreach representatives who provide training and assistance and on-line support resources. Time Savings Selection Built-In Value Pre-negotiated ceiling prices that can be further discounted through head-to-head competition and negotiations Pre-vetted local and global contractors, including small and disadvantaged businesses A suite of e-Tools to streamline processes, such as market research and competition Complementary trainings and assistance available The ability to establish agreements, known as Blanket Purchase Agreements, for reccurring needs This slide illustrates the relationship between the features of the GSA IT Schedule 70 and the four benefits of cost savings, time savings, selection, and built-in value. A few items to note: in addition to providing a huge number of contractors to choose, GSA IT Schedule 70 provide a diverse selection of local and global contractors, the majority of which fall under one of the Federal Government’s socio-economic categories such as service-disable veteran owned companies and small and disadvantaged companies. Customers can create “term” or “blanket” agreements using the GSA IT Schedule 70 available to them. These agreements, known as GSA Blanket Purchase Agreements (BPAs), are well-suited for recurring or anticipated requirements, including those anticipated for disaster recovery needs. When discussing the built-in value, the conversation should include both the value the customer receives from GSA, and the ease of use through that built-in value, such as market research with the e-Tools and the ability to call or a CSD with a question. Depending on the length of the presentation and your familiarity with the customer’s values, this may be the only slide needed for a discussion of benefits. However, if time allows, the next four slides are more granular in discussing how the GSA Schedule Programs create benefits for state and local users. If your knowledge of a customer indicate a particular focus on cost savings rather than selection, you may want to use this slide and the cost savings slide without the others.

Which save you money by…… Pre-negotiated ceiling prices Allowing customers to request additional discounts, enter into negotiations, or conduct a competition to achieve further savings e-Tools Comparing ceiling prices for specific or comparable products and services Blanket Purchase Agreements Leveraging volume buys through pre-established contracting vehicles for recurring needs GSA provides multiple ordering options that all provide access to cost savings. GSA Advantage!, one of the complimentary eTools, available to customers provides direct, on-line ordering access to discounted commercial items at pre-negotiated ceiling prices. GSA IT Schedule 70 customers always have the option of conducting a head-to-head competition among Schedule holders or requesting additional discounts from Schedule contractors. Another GSA eTool, eBuy, provides assistance with conducting head-to-head competitions through the use of an on-line Request for Quote tool. BPAs allow state and local governments to save time and costs by conducting only one competition for a recurring requirement.

Pre-negotiated contracts provide foundational terms and conditions and discounted pricing, saving time even when a head-to-head competition must be conducted. GSA eTools expedite the market research process through search functions, contractor profiles, and an electronic request for information, or sources sought, tool known as eBuy. GSA IT Schedule 70 outreach representatives offer on-site training on the IT Schedule 70 Program and the eTools that support and are also available via telephone and when customers have a question.

Which assists in…… Over 5000 Local and Global Contractors Obtaining a variety of choices for millions of IT products, services, and solutions Small and Disadvantaged Businesses Meeting small and disadvantaged business goals. 80% of GSA Schedule contractors are small businesses. GSA’s e-Tools can assist in identifying small or disadvantaged businesses, such as veteran-owned In addition to the global contractors many customer know, GSA provides access to a large number of local contractors and small and disadvantage businesses. In fact, 80% of the GSA Schedule contractors meet the U.S. Small Business Administration’s definition of a small business. GSA eTools, such as E-library, can be helpful in identifying where contractors are located; however, E-library, does not have a comprehensive list of every location of every company. GSA eBuy offer another means of identifying local contractors through the electronic Request for Information service. Customers can use eBuy to send out a list of objectives or requirements including a geographic location. Specific contractors can be identified for receiving the RFI; however, all contractors who have this capability and has signed up for alerts in this area will see the RFI notice.

Which provides value by…… Pre-vetted local and global contractors Ensuring Schedule contracts are only awarded to companies with positive past performance and sound business practices A suite of sophisticated e-Tools Enabling customers to quickly conduct market research, order online and place electronic request for quotes or proposal Trainings and assistance Providing customers with free, onsite training to help increase familiarity, to properly use IT Schedule 70 contract vehicle, and to assist with acquisition procurement IT Center Hotline Providing customers with live representatives to answer questions and provide needed support The GSA IT Schedule 70 program contains built-in value through services and tools that are available to customers free of charge. Many of these services such as the suite of eTools has been covered previously during the presentation. Additional built-in services include the vetting of all Schedule vendors, which includes evaluation of the company’s health, past performance, and business practices. Another complimentary offering to customers is IT Center Hotline which provides customers with live representatives to answer questions and provided supports. The cost of these services and tools as well as the cost of administering the program are covered by the .75% Industry Funding Fee that is remitted to GSA from the IT Schedule 70 contractors.

18 State and Local Cooperative Purchasing
Section 211 of the e-Gov Act of 2002 authorizes State & Local Governments to purchase Schedule 70: Information Technology products, software and services through the introduction of Cooperative Purchasing. Public Law of the Local Preparedness Acquisition Act, authorizes State & Local Governments to purchase: Alarm and signal systems, facility management systems, firefighting and rescue equipment, law enforcement and security equipment, marine craft and related equipment, special purpose clothing, and related services as contained in Federal supply classification code group 84 or any amended or subsequent version of that Federal supply classification group under Cooperative Purchasing. The GSA Cooperative Purchasing Program in 2002 and included the Schedule 70 IT Products and Services only. In 2008, the program was expanded by the local preparedness acquisition Act, to include Schedule 84. GSA does not have the ability to add additional Schedules to the program without statute that explicitly adds additional Schedules.

19 Eligibility and Scope Scope: Eligible Users:
GSA Schedule 70 and Consolidated Schedule with IT Special Item Numbers (SINs): General Purpose Commercial Information Technology Equipment, Software and Services GSA Schedule 84: Total solutions for law enforcement, security, facilities management, fire, rescue, clothing, marine craft and emergency/disaster response Eligible Users: The 50 states, all counties, municipalities, cities, towns and townships, Tribal Governments, Public Authorities (Public or Indian Housing agencies under the U.S. Housing Act of 1937), school districts, and colleges or any instrumentality there of.

Voluntary No obligation by state and/or local governments to use the schedule. Contractors decide whether to accept orders from state and local governments. Always Open for Use Meet GSA Eligible Users Criteria Have State or Local Authority Granted by State or Local Entity

21 IT Schedule 70 Cooperative Purchasing Sales Trend
441 298 240 140 75 33 Software Hardware Services 558 482 This slide represents total Cooperative Purchasing sales (sales to state and local governments) under Schedule 70 only. FY10 State/Local Sales totaled a $482 million. Sales are down $76 million dollars from FY09 where a record $558 million was spent by local governments. This represents an approximate 14% decline in sales from FY09 to FY10. This decline was mirrored by a drop in federal sales as well. In the first six months of the Cooperative Purchasing program (May-September 2003), sales were $33 million. Sales have grown tremendously within this program since this point in time. Cooperative purchasing has seen a drastic increase in sales each fiscal year (averaging 71% growth per year since FY 03), with more states agreeing to purchase from IT schedule 70. What is even more important is the growth in the number of vendors participating in the program is up to 4700 from the mere 500 vendors in FY This translates into a better selection and more competition and allows the buyer to get more leverage in their negotiations. Average Annual Growth in Total Cooperative Purchasing Sales: 55%

22 State & Local Cooperative Purchasing Cont.
Purchasing With SmartBUY BPAs: Data at Rest (DAR) Software that protects and defends sensitive, unclassified data on government laptop PCs and other removable storage media. Situational Awareness and Incident Response (SAIR) Cost effective information security tools that secure governmental IT infrastructures, prevent data damage, and meet IT cybersecurity and compliance mandates. Data at Rest (DAR): Purpose of Acquisition: Protect against continued loss/theft of mobile computing devices and removable media (Primary) Protect against network intrusion into sensitive data (Secondary) Awarded to 12 vendors Benefits: All awarded offers are FIPS validated Volume pricing is based on tiers for 10,000, 33,000, and 100,000 users Discounts on volume pricing range up to 85% off of GSA Schedule prices Situational Awareness and Incident Response (SAIR): SAIR Tier 1 objective was to make available cost effective information security tools that secure governmental IT infrastructures and prevent data damage. These BPAs enable agencies to purchase products that the National Institute of Standards and Technology (NIST) have deemed Security Content Automation Protocol (SCAP-) validated Awarded to 7 vendors 22
