A number and quality of the service offered depends on the contract concluded with the National Health Fund (NFZ) and as a result of which only the cost of the service offered is refunded (up to the limit determined in the contract). Provincial self-government is responsible for running provincial hospitals and providing people with highly specialized medical procedures. Access to particular kinds of service (service on offer, time of waiting for an appointment/ test) totally depends on the contract concluded with the National Health Fund. Non- public (market) Self-government may create conditions for founding non-public health care centers by giving preferences while buying land, real estates, by tax relief or deduction, etc.
