7 7 Transportation Safety Benchmarking Benchmarking on transportation recordable accidents (FMCSA criteria – 49 CFR 390.5): (i) Fatality; (ii) Bodily injury to a person who, as a result of the injury, immediately receives medical treatment away from the scene of the accident; or (iii) Motor vehicles incurring disabling damage as a result of the accident, requiring the motor vehicle(s) to be transported away from the scene by a tow truck or other motor vehicle. Benchmarking with industry - American Chemistry Council (ACC). Average DOT recordable accident rate for partner carriers remains at about 0.5 accident per million miles driven 0.18 average annual accidents per million miles driven for EM

15 15 Operations Support Motor Carrier Evaluation Program Assists DOE/NNSA sites and their contractors in evaluating motor carriers used to transport DOE-owned goods and materials. Provides tools to sites in ensuring only highly qualified carriers are used to transport goods and materials for DOE Transportation Safety and Operations Compliance Assurance Program Promotes continuous improvement in transportation operations, safety and regulatory compliance

16 16 Outreach Activities Partner with Transportation Community Awareness and Emergency Response (TransCAER) to assist in emergency planning and share lessons learned with communities. Conduct Commodity Flow Surveys (CFS) to provide information to states and communities on the types and amounts of hazardous materials being transported through communities along a designated route. Share CFS data with Local Emergency Planning Committees to ensure emergency response plans are adequate to address potential transportation incidents involving hazardous materials and to identify training needs.

17 17 Transportation Emergency Preparedness Program Department-wide program Provides planning, training, and technical assistance to promote a coordinated response to transportation incidents involving radioactive material Serves as a link between emergency preparedness and transportation planning Supports states/communities in training and conducting tabletops, drills, or full scale exercises.

18 18 State & Tribal Outreach Interact with state representatives through the four regional groups of the Council of State Governments (CSG): Western Governors’ Association Southern States Energy Board CSG - Midwest CSG - Eastern Regional Conference Communicate with CSG as issues arise, and to address transportation issues related to DOE’s ongoing and planned shipment of radioactive materials. Keep tribal staff fully informed on transportation issues and assure that their views and perspectives are considered in transportation planning.
