RASHTRIYA KRISHI VIKAS YOJANA (RKVY)  Formulation of District Agriculture Plan (DAP) for 11 (Eleven) Districts completed.  Preparation of State Agricultural Plan (SAP) in final stage by engaging consultants based at Guwahati.  Out of the total allocation of Rs. 835.00 lakh during 2007-08, Rs. 209.00 lakh only (25%) has been released and the remaining 75% amounting to Rs. 626.00 lakh is yet to release by Government of India.  Rs. 99.00 lakh already received as 1 st installment during 2008-09 under stream II from Government of India.

STATUS ON NEW EXTENSION REFORMS (ATMA)  SREP ’ s & SEWP 2008-09 for old ATMA districts submitted  Administrative approval for Rs 124.56 lakh received Vide F.No.27(18)/2008-AE dated 17th July,2008,however, till date funds has not reached the Director SAMETI,Medzhiphema neither by D.D or Credit clearing/Real time Gross Settlement (RTGS) facility.  SREP ’ s & SEWP 2008-09 of 07 new district ATMA submitted with IDWG approval Vide letter APC/CELL/ATMA/2008(pt)dated Kohima the 20th August 2008,  Administrative approval and fund allocation awaited.  One new district,Peren yet to complete vetting

MPR ending August ‘ 08 submitted online - to suneja@indiatimes.com in the revised new format. suneja@indiatimes.com Third Party monitoring by SASRD, Nagaland University, Medzhiphema, M& E completed for old 03 ATMA districts. An amount of Rs 27.00 lakh has been placed with State Government as State Share (10 %) under Extension for 2008-09. Farm schools to be implemented in old 03 ATMA during 2008-09 awaiting funds

9. 4. SEEDS (AVAILABILITY, TREATMENT & TESTING) The main sources of certified seeds: National Seed Corporation. National Seed Corporation. State Farm Corporation of India. State Farm Corporation of India. Local Seed Dealers. Local Seed Dealers. The availability position as of now is comfortable. Seed treatment and testing are done for mainly seeds obtained from the local dealers. For higher production cereals are treated with Azotobacter, Azospirillum and Phosphotika (PSB), and pulses treated with various Rhizobium Cultures.

11. 5. NATIONAL HORTICULTURE MISSION The Department is not implementing National Horticulture Mission however, we are partaker of Technology Mission (Mini-Mission-III). The Status of the Market: 1.Organization set up: Agriculture Produce Market Committee (APMC) in all recognized Villages. Village Market Committee (VMC) formed in all the potential villages. These Market Committees are responsible for both production & market outlets. 2.Infrastructure Set Up: APMC wholesale Market Complex established in Eight District – 8 Units. Rural Primary Market (RPM) & Apni Mandies – 152 nos. Developed. 3.APMC Act & the General Rules already notified and under process for implementation.

12. 6.FERTILIZERS (AVAILABILITY, INM) In view of the Organic Policy the State is procuring the Fertilizers for the purpose of research and experimentation. The present level of Fertilizers consumption in terms of Nutrients is about 1.5 kg/ha. (FAI, 2007-08) The farmers are encouraged to use organic mannures such as Green manure, Bio-compost, Vermi-compost, Bio-fertilizers etc. During the year 1500 MT of compost was produced and 30MT of Green manuring seeds were distributed to the farmers. The different Bio-fertilizers produce (13.6 MT) and distributed to the farmers are:- Rhizobium-2 MT, Azotobacter-4 MT, Azospirillum-1.6 MT, Phosphotika-6 MT. Under INM, an area of about 7500 ha could be covered and about 20,000 farmers were benefited through 400 nos. of training/demonstration and trials in farmer ’ s field. OIL TESTINSG: Department has 3 (three) soil testing laboratory. 2007-08 (Achieved) 13,340 nos. 2008-09 (Target) 14.500 nos.

14. 7. BEST PRACTICES ADOPTED BY THE STATES. About 73% of the areas is still under shifting cultivation. Since it is the way of life, it is difficult to do away with this farming system. It is therefore necessary to adopt improved practices to enhance the production and productivity by adopting the following practices. 19. CONSTRAINTS: 1.Seeds:- a. Transport Subsidy not provided to the state for the last 2 (two) years. b. Seeds subsidy not adequate. c. Availability of Quality Seeds 2.Fertilizers: Fertilizers Corporations may be requested to make delivery at ware-housing Dimapur Nagaland. 3.Plant Protection: Rodents or any other pests epidemic should be taken as natural calamity. Hence subsidy component should not be imposed upon affected farmers. 4.Marketing: No cold storage facility available. No Agro-Processing unit. No Agro-Processing unit. No proper Market linkage. Transportation Charges: Though transportation charge is not permitted under Macro-Management, Government of India may consider to relax restriction and allow the state to utilize certain amount within the approved schemes to meet transportation charges.
