Hazardous Waste Reduction Program Environmental Health and Safety SUNY at Stony Brook
3
2 Program Objectives Protect human health & the environment and to eliminate the generation of hazardous waste. Meet or exceed compliance with the 1990 New York State Law # 6NYCRR Part 378
4
3 Training Objectives l Learn about Hazardous Waste Reduction Program to minimize waste generation in the workplace.
5
4 Hazardous Waste Reduction Program 1990 Hazardous Waste Reduction & Air/ Water Toxic Chemical Reduction Plans Applies to Generators of: >25 tons of Hazardous Waste > 20 tons/yr Air discharges > 6 tons/yr Water discharges
6
5 Business Definition of Waste “Anything other than the minimum amount of materials, parts, space, equipment and worker’s time which are absolutely essential to add value to the product.”
7
6 Waste Reduction Plan uSource reduction is the preferred option including, Chemical Substitution, Reformulation and Process redesign. uWaste reduction through reuse, recovery or recycling is less preferred. uTreatment & thermal destruction not acceptable after 1993 uLand disposal not acceptable after 1991
8
7 Evaluate Each Stream for: uSubstitution of non toxic materials uSubstitution of less toxic materials uReformulation to eliminate toxics uModification of production process uChanges in material usage u inventory control u preventive maintenance program
9
8 Waste Reduction Plan must include: uIdentification of types & amounts of waste. uDescription of the process that generates it. uAmount of waste generated per unit of production. uEstimate of costs for managing waste. uList of technically feasible measures.
10
9 Waste Reduction Plan must include: uEstimate of anticipated waste reduction achievable using technically feasible measures. uImplementation schedule. uResearch & Development programs uEstimate of waste transferred to other media. uFacility Waste Reduction Policies. uDescription of Training Program.
11
10 Benefits of Waste Reduction uReduced waste disposal costs. uReduced environmental compliance costs. uIncreased environmental awareness by employees. uReduced overhead costs. uReduced exposure to future liabilities. uEnhanced professional image.

11 Life Cycle of Waste Reduction Sustain & Expand Waste Reduction Investigate Opportunities Identify Options: Assess Options:: Implement Options:
13
12 SUNY at Stony Brook is committed to Waste Minimization* *The reduction of hazardous waste that is generated using the following methods: 4Source reduction 4Reuse 4Recycling Waste Minimization
14
13 Source Reduction 4Substitute non-hazardous or less toxic chemicals for hazardous. 4Use smaller quantities in your process. 4Use “micro glassware” Waste Minimization
15
14 Source Reduction - Substitution Original Material Substitute Material Formaldehyde -Formalin solution Halogenated -Non-halogenated Sodium dichromate -Sodium hypochlorite Xylene or toluene - Alcohols or ketones Solvent in -Non-solvent based Scintillation vialsscintillation vials Waste Minimization
16
15 Source Reduction - Chromic acid 4Limit use of chromic acid in cleaning, try commercial cleaners such as: 4 Alconox 4 Nonchromix 4 Liqui-Nox 4 Potassium hydroxide in alcohol 4 Dilute hydrochloric acid 4 Ultrasonic cleaning Waste Minimization
17
16 Source Reduction - Purchasing 4Limit the amount you order. 4Do not stockpile chemicals. 4Rotate stocks to use chemicals before shelf-life expires. 4Keep up-to-date inventories and avoid ordering chemicals you already have. Waste Minimization
18
17 Source Reduction - Purchasing 4Do not accept excess chemicals from other institutions or “free” chemicals from outside the University. 4Investigate use of pre weighed or micro- scale, pre-weighed packages from chemical vendors. Waste Minimization
19
18 Reuse 4Do not dispose of chemicals that can be reused. If a colleague can not use it, give material to the EH&S Surplus Chemical Exchange Program. Call EH&S @ 2-6410 Waste Minimization
20
19 Recycling 4If you generate waste solvent that could be redistilled and recycled. i.e. xylene recycler in Pathology. Consider the purchase of a solvent recycler. Call EH&S @ 2-6410 for assistance. Waste Minimization
21
20 Reclaimation 4If your waste contains precious metals your waste stream may be a valuable byproduct. i.e. Silver recovery systems. Consider installation of reclaimer. Call EH&S @ 2-6410 for assistance. Waste Minimization
22
21 Reclaimation - off-site 4Wastes can be sent to a commercial recycling facility. i.e. 4 lead-acid batteries 4 fluorescent lamps 4 used oil 4 waste mercury 4 Safety-Kleen solvent Waste Minimization
23
22 Waste Minimization Treatment Elementary neutralization (pH adjustment) is allowed to reduce the toxicity of a chemical. 4Deionizer Resin Regeneration 4Ethidium Bromide Neutralization 4Gluteraldehyde Neutralization 4Ethyl Oxide Neutralization
24
23 Waste Minimization Treatment Detoxification of end-products by a Principle Investigator, if feasible, is preferred to sending waste off-site for disposal.
25
24 Waste Minimization Mixed Wastes It is much easier to dispose of individual wastes streams. 4Do not mix wastes i.e. radioactive, hazardous, nonhazardous or RMW. 4Do not mix halogenated with non- halogenated solvents. 4Do not mix solvents with aqueous waste.
26
25 Waste Minimization Multimedia Pollution. Do not transfer waste from one media to another. Such as: 4Evaporating waste solvent in a hood transfers waste to the air. 4Washing solid waste down the drain transfers waste to water.
27
26 Waste Minimization Waste Minimization is Pollution Prevention 4Pollution Prevention helps everyone’s bottom line and 4Helps protect the environment
28
27 Hazardous Waste Management Program TEST - Question Which of the following is an example of reducing Hazardous Waste at the source? A) Limit the amount you order. B) Do not stockpile chemicals. C) Rotate stocks to use chemicals before shelf-life expires. D) Keep up-to-date inventories and avoid ordering chemicals you already have. E) All of the above
29
28 Hazardous Waste Management Program TEST - Answer The Correct Answer is: A) Limit the amount you order. B) Do not stockpile chemicals. C) Rotate stocks to use chemicals before shelf-life expires. D) Keep up-to-date inventories and avoid ordering chemicals you already have. E) All of the above E) All of the above.
