Green Municipal Funds – Case Study of Success Tracey Forrest Program Manager, Energy York Region November 16, 2004
2
Fastest growing municipality in GTA Rural/urban split Population 866,000 York Snapshot
3
Presentation Overview Green Municipal Funds York Energy Program Case Study
4
FCM Green Municipal Funds Green Municipal Enabling Fund (GMEF) Green Municipal Investment Fund (GMIF)
5
How the Funds Work - GMEF Grants cover up to 50 % of eligible expenses, to a maximum of $350,000 (per project) for cost- shared planning initiatives, feasibility studies and field tests
6
How the Funds Work - GMIF Preferred rate loans (15-25% of capital cost) to build environmental infrastructure Combination grant/loan of up to 50% of capital cost for innovative projects Max $20M (municipalities), $10M (private)
7
Application Process 1. Intent to Apply 2. Application
8
York Energy Program A) Corporate Energy B) Existing Buildings D) Environment C) New Buildings
9
A) Corporate Energy Energy & Environmental Management System (EEMS) Energy Procurement GASAMO Electricity metering & profiling
10
A) EEMS Versatile, web-based software Tracks all municipal energy loads Buildings, transportation, street lights, water & wastewater License agreement allows other municipalities to benefit from EEMS
11
economics Procurement Bill Verification Energy Savings Budget Forecasting A) EEMS Applications energy Energy Baselines Performance Tracking Conservation Measures Power Factor Removes Weather Influences Energy Management Tools environment Emissions (Smog, acid rain, greenhouse gas) Emissions Reduced
12
B) Existing Buildings 150 Buildings Aggressive 35% reduction target Corporate-wide Building Energy Feasibility Studies (Case Study)
13
Case Study 1 - Buildings GMEF Building Energy Feasibility Studies $350,000 FCM GMEF $350,000 NRCan OEE Each fund contributes up to 50% No cost strategy 100% Leverage
14
Case Study 1 – Buildings cont. Age: 10 yrs Investment $1.6M ~22% energy reduction (Annual savings $190K) 8.4yr payback
15
Case Study 1 – Buildings cont. Solar hot water heating, low-flow faucets, occupancy control, daylighting… Improved work environment Ability to shift/reduce demand Reduced energy and water costs
16
Case Study 1 – Buildings cont. GMIF Application (in process) – BEFS implementation Other incentive programs (e.g. Energy Innovators, Renewable Energy Deployment Initiative, Enbridge and electric utility programs?)
17
C) New Buildings High performance, integrated building design process Meet CBIP (1) eligibility (>25% efficient than code) $60K-$80K grant / building
18
C) Example: Housing 60% more efficient than building code Payback ≤ 2yr Cumulative utility savings (2010), $287K Incremental Investment Grants Utility Savings
19
D) Environment Wind Energy Pre-feasibility Study (Case Study) Greenhouse gas inventory Corporate Clean Air Task Force Mandatory emissions reporting
20
Case Study 2 - Wind GMEF Application Wind Energy Pre- feasibility Study (pending) Must proceed with detailed feasibility in order to be eligible for funding
21
Conclusions (i) Set aggressive targets. (ii) Know the incentive rules. (iii) Align conservation actions with financial incentive programs.
