3 The Rationale  Governments make big investments for constructing and operating participative websites in order to communicate to the citizens information on current and future public policies  However, the use of these websites has been in general limited and below expectations  At the same time there is an explosive growth of various Web 2.0 social media  Therefore governments should exploit these Web 2.0 social media in a systematic and centrally managed manner for communicating to the citizens their policies and collecting from them feedback and knowledge  Web 2.0 originated feedback can be used in the context of modelling the reception and impact of policies on society 3

4 4 What is PADGETS about?

5 5 What is PADGETS Concept?  PADGETS presents a novel approach in policy making by applying the WEB2.0 philosophy of "going directly where users are in the web“  Using “Policy Gadgets”, policy makers will be capable of disseminating their policy messages through multiple social media simultaneously, using a single integrated communication interface.  They will be able to reach large user groups in these platforms and collect their feedback in a privacy-preserving manner

6 6 PADGETS Basic Elements  A policy message, which could be a public policy in any stage  An interface that will allow users to interact with the policy gadget (setup, deploy, keep track of)  Relevant group knowledge, in the form of relevant content and users’ activities that have been produced in external social media (social context)  A set of decision support services using as input the above data from the interaction of a “padget” with the public.

7 7 How is this project going to achieve its goals?....by using the most popular social media on the Web....by identifying the potential audience....by using multiple channels and multiple formats for message delivery....by tracking the unsolicited feedback created in the user communities...by providing the decision makers a proper analysis of the public opinion

9 PADGETS & Social Media Presence  The project’s web 2.0 presence should span across the entire spectrum of the web (what we call web 2.0) today. To this end a set of “fit for purpose” social platforms will be utilized in order to allow the public to “come in contact” with PADGETS through a number of popular locations over the web and not merely by the project’s website  Website, where to find us…  Blog, what we believe …  News and press releases…  Reaching out to experts…  Interviews, videos and events…  Images, photos and schematics…  Our network…  Our day to day thinking… 9

10 What will be the impact of PADGETS?  “Policy Gadgets” are a breakthrough approach to public discourse that will:  Provide easy and intuitive access to Web 2.0 media for communicating policy proposals and collecting feedback  Leverage the network effects of existing social media to involve users and online communities in the policy formulation process  Increase citizen trust and transparency through public and established social channels  Assist in forecasting public response and the impact of policy measures  Through this unique approach, we expect significant benefits for citizens and policy makers by complementing and promoting the democratic political process; 10
