5 OBJECTIVES To improve local and regional response to disasters through interregional collaboration across Europe  Exchange and develop methods and good practices to improve the organisational model with regards to the coordination and management of information, human and material resources  Share the use of new Information and Communication Technologies (ICT)  Improve communication and information to the public to increase the level of preparation and self-protection of citizens  Enhance the coherence and integration of actions in the field of Civil Protection between regions across Europe, especially by the participation of the Eastern European countries considering their (imminent) EU entry

10 METHODOLOGICAL APPROACH ACTION PHASE III: TRANSFER & APPLICATION TO THE LOCAL SYSTEM October 2005-November 2006 (14 months)  Establishment of “task-forces” in each partner country responsible to test and try out results and outcomes through pilot activities in the territory  Target Groups: -Experts, volunteers, actors involved in various CP activities -Population -Local CP system  Activities carried out: –Seminars, conferences, exhibitions, Info Days –Training sessions, lectures and practical exercises –7 Full-scale disaster simulations (forest fire, tornado, earthquake, indusrtrial accidents) –Staff exchanges and study visits

16 Rationale  Recasting of the 2001 civil protection mechanism highlights the importance of reinforcing preparedeness: –The assessment of civil protection capabilities (build scenarios to help identify available resources) – A modular approach (rapidely deployable and self-sufficient modules)

CONTENTS AND AIMS OF A LOCAL PLAN OF CIVIL PROTECTION A local Plan of Civil Protection can be defined as: A plan drawn up by a local authority providing a set of organic data (territory’s main characteristics, risks, human and material resources, etc.) and procedures (command- control system, alarm system, model of intervention) related to the overall organisational arrangement of Civil Protection aiming to best respond to a given event and its consequences. 21 A) GLOSSARY Objectives To provide citizens with useful terms that, together with a set of essential signs, will help guide peoples’ behaviour in emergency situations To make citizens aware of the role played by CP which goes far beyond merely dealing with emergency situations but in addition encompass complex activities of forecasting, prevention and protection. To make people aware of the main mechanisms, tools and procedures developed by local authorities, the prime actors called in to manage emergencies and safeguard people’s security and safety
