2 Slide 2 OBC Presentation to PSSDC Background Information -- l Ontario is the largest province, with 150+ provincial programs, potentially affecting over 500,000 businesses l Over 125,000 new businesses are registered in Ontario each year l Some 350,000 active businesses have monthly or quarterly reporting obligations to at least one level of government

3 Slide 3 OBC Presentation to PSSDC Background Information -- OBC Mandate The processes in the business-to-government life-cycle to be streamlined and simplified include: l Registration processes l Initial registrations, permit issuing, renewals, updates such as address changes and cancellations l Reporting processes l Remittance processes l The provision of information related to the above

4 Slide 4 OBC Presentation to PSSDC Current Access Channels Client Satisfaction Rating: 95% l e-Registration: l Self Help Workstations(SHW) – 145 stations l Approximately 80,000 new registrations annually l Public and private sector partners l Internet Access l Internet represents 12-15% of all OBC registrations l Business Registration Online(BRO) l Canada Customs and Revenue Agency(CCRA) partnership l Combined Federal/Provincial suite of services l Relatively new channel available since August 21, 2000 – 50+ stations l Available on Internet as of April 2, 2001 l These supplement traditional access channels

10 Slide 10 OBC Presentation to PSSDC Inter-jurisdictional Co-operation (COBRA, PKI, federal / municipal programs) Policy, Standards Projects These next transactions will require Authentication of the Clients to allow connection to Government Programs. Registration Update & Maintenance avoids trips to Government offices or mailing in signed forms Reporting & Remitting to Government can be consolidated & taken care of by Client’s Agent Client-Related Templates & Toolsets enable comparisons with others in the Client’s sector, and help develop plans (eg. e-permitting)

11 Slide 11 OBC Presentation to PSSDC Lessons Learned Relationship Management: Partnerships are more like living organisms than fixed structures, they are constantly mutating and recombining Partnerships work through influence and contribution, rather than by control Agility and strategic thinking become as important as planning and management

12 Slide 12 OBC Presentation to PSSDC Lessons Learned Organization: Because ESD tends to be partnership oriented, relationships are more complex than can be managed by traditional hierarchies. New governance and accountability mechanisms will be needed (eg. Commonwealth) Partnership deliverables are more complex to manage and their implementation requires considerable co-ordination. Need Project Management Office / appropriate support.

13 Slide 13 OBC Presentation to PSSDC Lessons Learned Communication: Regular communication before, during and after implementation is critical, and needs to be institutionalized Communication is a matrix of internal and external stakeholders, partners and clients; each needs targeted information, but it must be integrated Communication must go hand-in-hand with roles & responsibilities
