Bands A & B update Andy Gowans Private Business Systems Unit UK Radiocommunications Agency

Structure of the presentation UK update – IR 2006 – SI 2003 No.74 ETSI/IEEE – EN 301 893 – TGh –DFS parameters

IR2006: Short Range, Broadband, Data Services (High performance RLAN) operating in the frequency range 5150 - 5725 MHz Completed EU notification October 2002. Includes interim arrangements to allow use of equipment with limited DFS capabilities ( i.e no radar detection) Devices in the mobile service associated with Mobile/Nomadic and Local Area Network applications) UK Interface requirement

IR2006 Interim Arrangement Band A (5150-5350MHz) Reduce the power level: where no TPC nor full DFS can be implemented equipment shall only operate at a maximum power level of 60 mW. Where TPC is implemented equipment shall only operate at a maximum power level of 120 mW Limited DFS Equipment operating in this band must implement a random channel access mechanism capable of operating on all 8 carrier frequencies. INDOOR ONLY VALID FOR 12 TO 18 MONTHS !

IR2006 Full Arrangement Bands A (5150-5350MHz) –PSD shall not exceed 10mW/MHz. –Max E.I.R.P 200mW –INDOOR ONLY Band B (5470-5725MHz) –PSD shall not exceed 50mW/MHz. –Max E.I.R.P 1W Both Bands A & B –DFS. Equipment operating in this band must implement a random channel access mechanism capable of operating on the all carrier frequencies within 330 MHz of the spectrum in bands A and B. Shall prevent co-channel operation in the presence of Radar signals. –TPC shall be employed to ensure a mitigation factor of at least 3 dB on the average output power of the network. –OFDM Mandatory see http://www.radio.gov.uk/publication/interface/

New Statutory Instrument New draft SI to allow both Licence Exempt use and provision of public networks put before parliament in January 2003. SI 2003 No.74 Became law on the 12th of February 2003. Allows the Licence Exempt use of Equipment that meets the requirements of IR 2006. Allows the provision of public service. see http://www.legislation.hmso.gov.uk/stat.htm

ETSI/IEEE EN 301 893 –going through two step approval process –currently doing the final comment resolution before voting. –Looking to resolve comments April meeting. IEEE 802.11 TGh – Going through comment resolution –looking to finalise & go for final sponsor ballot next meeting (March) –deadline dependent upon on outcome of EN DFS discussions

DFS parameters from EN Annex D Table D.1: DFS requirement values ParameterValue Channel Availability Check Time60 s Channel Move Time10 sChannel Closing Transmission Time260 ms

DFS parameters from EN Annex D Table D.2: Interference Threshold values Master Device Maximum Transmit PowerValue >200 mW-64 dBm   200 mW-62 dBm

Slave device threshold ? Example 1: Maximum Transmit PowerValue >200 mW-64 dBm   200 mWN/A Example 2: Maximum Transmit PowerValue >200 mW-62 dBm 121 - 200 mW-55 dBm   120 mWN/A Example 3: Maximum Transmit PowerValue >500 mW-62 dBm 201 - 500 mW-59 dBm 101 - 200 mW-55 dBm 51 - 100 mW-52 dBm   50 mWN/A

Ad hoc networking threshold Maximum Transmit PowerValue >200 mW-64 dBm 26 - 200 mW-62 dBm   mWN/A

Conclusions May have to make alterations to IR2006 once DFS thresholds are completed. Changes will only make the requirements for DFS within Bands A & B less stringent from the present IR2006.
