UNCLASSIFIED Strike COI Spiral 1 Lessons Learned and Implementation JFCC Global Strike and Integration Col Bryan Bartels JFCC GSI J32, C2 Development

UNCLASSIFIED Slide 2 Strike COI Summary Spiral 1 intentionally scoped to blue force data for success – STRATCOM Strike Planner achieves situational awareness of blue forces that are currently or planning to be in the area of interest. PURPOSE: The Strike COI will deliver net-centric web services enabling authorized users to discover, access and collaborate on the data necessary to conduct time sensitive planning for Strike missions.

UNCLASSIFIED Slide 3 Spiral 1 Demonstration: Provided to Gen Chilton - 7 Nov 2007 Demonstrated integration of Strike COI services into user defined operational picture – Global Command & Control System – Maritime GCCS-M (Navy) – Blue Force Tracking with FBCB2/MCS/BCS (Army/Marine Corps) – Theater Battle Management Core System (Air Force) Integrated cross-service data feeds into a range of visualization clients – FalconView, Google Earth, web browser, and Satellite Toolkit UDOP architecture allows users to define what they want to see and how they want to see it Strike COI Spiral 1 Summary

UNCLASSIFIED Slide 4 Output from Strike COI Spiral 1 Formulation of User’s Requirements – Established a cross service sharing of requirements – User Defined Operational Picture Requirements for development through the ISPAN Global Situational Awareness Tool (GSAT) Opened the door for net-centric collaboration and information sharing with UK and AUS – Developing solutions to share UCore and Strike Web services Governance (standards) – Strike COI Schema and Vocabulary Leverages Intelligence Community and Industry Standards – Universal Core Standard way of exchanging “where and when” information Incorporated as a DoD and Intelligence Community Standard in FY10

UNCLASSIFIED Slide 5 Strike COI Spiral 1 Lessons Learned Developed understandable schema and demonstrated real data pull without impacting COCOM operations for USA/USMC, USN, USAF blue force data – Cost $2.2M – 5 months Operational Benefits: What, where and when of global blue forces available to any warfighter on the SIPRNet Proved cross-organization cooperation can facilitate collaborative net- centric data sharing – Enables decision-makers to understand laydown of friendly forces – Empower individual users by leveraging global information, tools, and networks – Must partner with Services, Allies and Interagencies for solutions Unique solutions will incur additional costs

UNCLASSIFIED Slide 6 Strike COI Spiral 1 Lessons Learned Cont. Operational Issues: Ubiquitous User access to information does not exist - still in a “need to know” environment, not “need to share” – Need COCOM permissions to get access to data Required MG Bromberg request to get access to limited CENTCOM data Did not get access to CENTCOM TBMCS data – Need IA policy implementation change for system to enterprise accounts The need for Net Enable Command Capability (NECC) is critical for information sharing certification and accreditation Service Orientated Architecture (SOA) does not eliminate the need for Service Level Agreements (SLA) – Need Enterprise solution for Security Implementation – NCES “Bleeding edge” technology has a learning curve – Not all COTS/GOTS technologies support them – issues for legacy systems – Time required using new technologies is difficult to predict and may extend development timelines – It is critical to work through the process and technology issues to obtain Warfighter capability Metcalfe’s Law – “The value of the of a network is proportional to the square of the number of users of the system (n 2 )” Using asynchronous services can require opening many ports – IA impact because of bigger holes in the firewall

UNCLASSIFIED Slide 7 Strike Blue Force Web Services – Air Force TBMCS multi-AOR GTAM service available for AOC Weapon System integration But, TBMCS is sustainment mode, Opportunity to leverage for Global AOC & related activities – Army BFT web service using UCore 1.0 available Feb 08 – Navy GCCS-M web service using Strike schema available GCCS Family of Systems being re-worked for NECC migration User Defined Operational Picture – For STRATCOM: ISPAN Global Situational Awareness Tool Will deploy and consume Army BFT Web Sept 2008 – Planned GFI leveraging for multiple efforts – NECC to implements a UDOP Strike COI Spiral 1 Implementation

UNCLASSIFIED Slide 8 Strike COI Spiral 1 Implementation “How do I get this capability and information on my desktop?” Blue Force information available to the any Warfighter via web services – Warfighter will need a Geospatial viewer (Google earth, etc.) Translation services will have to be developed – Cost and effort depends on complexity of translation – Need Advocacy for access to COCOM data
