TENCompetence Open Workshop Sestri Levante 16/7/2009 How will Combinatorial Innovation affect life-long competence development needs? A link between TENcompetence & TARGET (a EU funded project on rapid competence development) Vincenzo Lia Giunti Labs v.lia@giuntilabs.com

TENCompetence Open Workshop Sestri Levante 16/7/2009 Combinatorial Innovation A theme of Google's Hal Varian at June’s Marconi lecture of the Lisbon Council (who developed the Lisbon strategy). "Combinatorial Innovation” = the rapid rise in innovation caused by –ways to identify re-usable components of how things are done and things are made –ways to re-combine those components in new ways, to make new or improved products, services and processes. Combinatorial Innovation shortens the time between waves of innovation. Project TARGET looks at ways to shorten time-to- competence.

TENCompetence Open Workshop Sestri Levante 16/7/2009 Preparing for the next wave Some waves of innovation mark the start of new industries, which society has not prepared for; the result is skill shortages There is less and less time between each wave of innovation This cuts the time people have to acquire the new Sunrise Industry skills We need to cut time-to-competence, give more time for workers to get high recognition and high income from their new skills, before a next generation of Sunrise Industry emerges The TARGET platform is geared to solve these problems. For demonstration purposes, the particular areas addressed are skills in innovation and project management

TENCompetence Open Workshop Sestri Levante 16/7/2009 Staying employable As in TENCompetence, lifelong learning helps people to: update each competence faster (=TARGET's Rapid Competence Development, via the integrative framework using knowledge ecology, threshold concepts, learning communities, cognitive minimisation and serious games) learn how to identify elements of a particular competence that they have, and learn how to re-purpose it and re-combine it to suit the needs that emerge tomorrow but today are not even imagined. TARGET permits the sharing of experiences within the learning community.

TENCompetence Open Workshop Sestri Levante 16/7/2009 Summary TENCompetence is a key source of insights into resilient processes and standards for competences Lifelong learning providers can become much more effective if they have access to those insights Projects in the TEL programme such as TARGET can complement TENCompetence, helping lifelong learners to meet different kinds of needs in this new world
