Scope Disaster trends in Brunei Darussalam
Disaster management structure Brunei disaster management priorities. Implementation of AADMER Work Programme Community Based Disaster Risk Management (CBDRM) Program Incident Command System SNAP for DRR Implementation Disaster has becoming more frequent locally and around the world and is expected to worsen due to climate change. Flood in 2009 have confronted negative impacts to the socio-economic and provides lesson learnt in disaster management. The needs of paradigm shift of disaster management from response to disaster risk reduction. National disaster management centre plays a major role to provide a disaster resilient nation.

PAST DISASTERS SINCE 1960s 1962 – Major Flood
1980s - Fires in Water Village Rasau Gas blow-out in Belait District Poor Air quality resulting from Mount Pinatubo eruption in the Philippines 1998 – Regional haze Flash Flood during La Nina 2008 – Temburong Flash Flood 2009 – Extensive Flash Flood in Brunei Muara / Tutong and Belait District 2010 – Influenza A (H1N1) Actually when we talk about ICS we are not new,,, we have response to ...many taype of disaster opertations from natural to technological disasters... 3

DISASTER MANAGEMENT SYSTEM
NATIONAL DISASTER COUNCIL Provide policy & Strategy STRATEGIC LEVEL NATIONAL DISASTER MANAGEMENT CENTRE Planning , Implementation Organize, Manage & Supervise Policy OPERATIONAL National setup comprise of NDC which lies in Strategic level, next will be NDMC responsible for planning, implementing, organizing, manging and sipervising Policy. And the final layer is the tactical which consist of multi-agencies as ground players. MULTI-AGENCIES Disaster Operation TACTICAL

Brunei Disaster Management Priorities
1 Enhance Disaster Risk Reduction Mechanisms Ensure that Disaster Risk Reduction (DRR) measures are implemented in accordance with Hyogo Framework for Actions (HFA). 2 Build Multi-Sectoral Disaster Management Capacity Obtain a capacity in managing all different type of disaster through a strong cooperation and coordination among different stakeholders. 3 Increase Community Awareness and Preparedness Promote an understanding of DRR concept at the community level and build up the community disaster preparedness. 4 Upgrade NDMC Staff Competence Level Develop officer and staff competence level for effective implementation of National Disaster Management Plan (NDMP), and ASEAN Agreement of Disaster Management and Emergency Response (AADMER)

Community Based Disaster Risk Management (CBDRM) Program
Cooperation with Asian Disaster Reduction Centre, based in Japan. Objective – Build up community preparedness in handling disaster situation through the following activities: Identification of disaster risks in their surrounding (town watching) Production of Hazard Maps Training on basic first aid and fire fighting

INCIDENT COMMAND SISTEM
ASEAN-US cooperation project, provided by United States Department of Agriculture - Forest Service The Philippines and Brunei as pilot countries. Objective - to develop a single common incident command system for all agencies in Brunei Darussalam so that responses and actions will be more coordinated especially in a multi-agencies operation during complex disaster situations

ICS PROGRAMS 8 & 9 February Workshop entitled "Incorporating the Incident Command System into the Brunei Darussalam Disaster Management System“ . 13 April Table Top Exercise on a “gas blow-out” scenario, to introduce the ICS concept to the first responders. 10 June Evacuation exercise for the resident of Mukim Tamoi of Kampong Ayer to test the ICS concept involving the community. 10 June Executive briefing on application of ICS on Disaster Operation.

HFA & SNAP WORKSHOP 25 – 26 MAY 2010
As preparation for the formulation of “Strategic National Action Plan for Disaster Risk Reduction of Brunei Darussalam Introducing the concept of “Multi-Sectoral National Platform for DRR” Facilitated by experts from ASEAN Secretariat and UN ISDR. Participated by government agencies, NGOs and CSOs. Agreed that Brunei SNAP will be guided by AADMER and HFA

Conclusion Progressive shift in disaster management system, strengthening multi-sectoral cooperation and DRR-focused. The importance of linking the national capacity with AADMER. Brunei Darussalam committed to implement DRR by formulating SNAP, to be aligned with AADMER and HFA.
