4. Introduction Continued Monthly Operator Reports serve several functions Primary function is it provides a way to track effectiveness of the filtration and disinfection system. Provides a record of daily operational readings. A means of reporting to DEC that all regulatory requirements have been met. 4

15. Turbidity Reporting Requirements Combined filter effluent (CFE) turbidity measurements Taken after the point where all individual filter effluents combine. Turbidity measurements are taken from grab samples or online turbidimeter recordings taken at four hour intervals. Recorded on first page of operator report. 15

16. Turbidity Reporting Requirements Continued CFE turbidity requirements 95% of all CFE turbidity measurements taken during the month must be less than or equal to: 0.3 NTU for Conventional and Direct filtration plants 1.49 NTU for Alternative, Slow Sand, & Diatomaceous Earth plants 16

17. Turbidity Reporting Requirements Continued Maximum CFE Turbidity limits: 1.49 NTU for Conventional and Direct plants 5 NTU for Alternative, Slow Sand, & Diatomaceous Earth plants Must notify DEC within 24 hours if maximum CFE limit is exceeded. Document on Page 2 of operator report. 17

Entry Point Chlorine Reporting Requirements Residual readings collected daily at entry point to the distribution system Sampling frequency is based on population #’s 500 or fewer = 1 sample/day 501 – 1,000 = 2 samples/day 1,001 – 2,500 = 3 samples/day 2,501 – 3,300 = 4 samples/day 3,301 or greater and all other systems that monitor continuously Must report lowest value each day 21

22. Entry Point Chlorine Reporting Requirements Continued Entry point chlorine residuals must be at least 0.2 mg/L at all times. Some systems may have a higher entry point chlorine concentration requirement. To meet contact time requirements. Flow Characteristics Turbidity levels 22

23. Entry Point Chlorine Reporting Requirements Continued If entry point residual drops below 0.2 mg/L Contact DEC soon as possible - no later than the end of the next business day. Date and duration below 0.2 mg/L must be recorded on page 2 of the operator report (Entry Point Disinfection Performance Criteria). DEC will review if treatment technique violation was generated. If chlorine level is raised above 0.2 mg/L within 4 hours, no violation will be assessed. 23

31. Fluoride Reporting Requirements Measured daily at the entry point to the distribution system. Entry point fluoride residual must not exceed 2.0 mg/L. Notify DEC within 24 hours if fluoride residual is equal to or greater than 2.0 mg/L. 31

Fluoride Reporting Requirements Continued On the first day that the fluoride residual is > 2.0 mg/L, a confirmation sample must be collected and sent to a certified laboratory to verify field test results. Public Notice requirements will be based upon certified laboratory sample results. Circumstances may dictate otherwise. 32

Operator Signature Requirement Must be signed in accordance with 18 AAC 80.1900 The owner or operator shall certify by signature that the information and data contained in a report required to be filed under this chapter are true and correct to the best of the owner’s or operator’s knowledge. 36
