3 Ethical Decision-Making Process Is it right for a government to turn off the internet for its citizens? Stakeholders – Local Government – Citizens – External Governments Options – Have unifying body take control of the internet infrastructure – Separate internet infrastructure into countries to allow governments to dictate the internet in their countries – Allow all citizens to choose whichever backbone they desire

4 Ethical Decision-Making Process Allowing a unified body to dictate the internet seems like the best solution. Every country could have a say in how everything is run and then other countries would not be able to block legitimate access to any other country This is a good solution because it works in the same way as people accepting a government or a standards committee

5 ACM Code of Ethics This solution has the best interests of the people in mind Further, it keeps in mind that the internet should be able to be secure and have free (as in speech) access to everyone As stated in section 3.4, this will allow for those who have technical knowledge to properly represent the people who choose them

6 ACM Code of Ethics Also, section 3.2 dictates that those who follow the code must attempt to provide resources which “build information systems that enhance the quality of working life” Finally, in section 1.4, those governments which disable internet access are discriminating against all other countries
