Central Adelaide Local Health Network Primary Health Care Proposed transfer of Children and Families Team to Women’s & Children’s Hospital Network Staff Consultation Presentation 11 May 2015

SA Health Background 2 >The Review of Non-hospital Based Services in late 2012 acknowledged that the demand for Children’s Primary Health Care Services that focus on young children 0-4 years, in particular vulnerable populations such as ATSI, children at risk of or who have experienced abuse and neglect but were not eligible for, could not afford or experienced other barriers to accessing private allied health and non-government providers, far outweighed resources. >The SA Health Children’s Strategy Action Group and Central Adelaide Local Health Network’s (CALHN) Primary Health Care (PHC) have been giving consideration to the best strategic and operational alignment of the PHC Children and Families team to ensure it continues to deliver early intervention services to high needs children with developmental issues who are not eligible for specialised disability services.

SA Health Proposal >Given the options of remaining with CALHN, realigning to the WCHN, or shifting services across to the Department for Education and Child Development, it is proposed that the PHC Children and Families team function and in-scope workforce be realigned to the Regional Director of Allied Health within Women’s and Children’s Health Network. >It is therefore proposed the governance, budget and reporting lines of the Children and Families team are realigned to the new arrangements on 1 July, 2015. 3

SA Health Benefits 4 >The proposed realignment will provide consistency of the service model; >Provide the Team with appropriate clinical governance and strengthen the a range of suitable clinical pathways with other early childhood services; >Address the significant concerns of potential clinical risk continuing to manage a small isolated specialised Children’s Primary Health Care service in a large Adult intermediary care clinical stream.

SA Health Business as Usual >The changes are largely administrative however there may be slight changes to service delivery to clients to meet the needs of the target population >Minimal disruption to day to day activities and services >Transition plan underway for: IT and Business Systems Human Resource activities (Timesheets etc) Client files 6

SA Health Existing Employment Conditions >Existing conditions of employment for employees will be honoured (rosters, hours) any changes will be in line with policy and consultation requirements >All leave entitlements will transfer across to WCHN >Preapproved leave requests will be honoured 7
