3 Background Governor’s Budget Provision – 2015-16 (proposed) Certification of the amount of state funds spent by K-12 school districts and county offices of education (COEs) in the 12-13 fiscal year for adult education and adults in correctional facilities. Adult Education Funding for K-12 Adult Schools & COEs in 2015-2016 is proposed to be based on expenditures (from 12-13) in the five AB86 program areas. No expenditure supported by federal funds, fees, or other non-state funds should be included in the amounts reported. 3

4 Background (cont.) The five adult education program areas are: – Elementary & Secondary basic skills – English as a second language and workforce prep for immigrants – Education for adults with disabilities – Career technical education – Apprenticeship (state approved) 4

5 Adult Education Expenditure Reporting Survey Web Page Location In order to collect fiscal information from that year, the CDE has created the Adult Education Expenditure Reporting web based survey, which can be found on the CDE’s Web page. 6 Instructions for Superintendents / Designees Click the link below to access the survey. Select your local educational agency (LEA) name from the drop down menu and enter the PIN that was e-mailed to the contact listed in the California School Directory.California School Directory Provide an appropriate response to questions 1 through 5. Please note that all questions in this survey request fiscal information for state funds only, and do not include expenditures supported by federal funds, fees, or any other non-state funds. 6

7 Certification The California Department of Education (CDE) sent an application password to each K-12 district superintendent and/or the contact person listed on the school directory. Local Educational Agencies need to verify the name listed on the CDE School Directory to ensure that it is current. Signed copy must be printed & retained for the LEAs records (as this data may be subject to audit). 7

12 Completing the Survey - Examples Examples of methodologies used to estimate the expenditures for the five program areas: – Prorated based on the number of classes. – Prorated based on the number of students enrolled. – Prorated based on the number of teachers in each of the five program areas. 12
