2012 OMB Mandated – Designation of Strategic Sourcing Accountable Officials (SSAOs) by CFO Act Agencies – Establishment of Interagency Strategic Sourcing Leadership Council (SSLC) What is Strategic Sourcing? – to save millions of dollars to the tax-payer through smarter acquisition processes by performing leverage buying and pooling NIH spending, and thus reducing unnecessary contracting actions and eliminating administrative burdens. 1.Establishment of new vehicles (CO/CS/COR/DA) – Via customer outreach with COAC Directors, Executive Officers, P-CARD holders, Lab Managers, and Scientific/programmatic community, acquisition community, HCA, and SPE. – Via Data Analysis of our systems and existing infrastructure (DCIS, NBS, FedBizOpps, etc.) – Improve our leveraging: not just buying but also support. COR “Supreme” – Some NIH wide instruments & tools are already in place (NIHCATS, PICS, LTSAC, NITAAC, Contract Close Out, Beckman Coulter, NIH wide BPSS, and OAMP BPAs). – Success by working with the NIH community for awareness, training, and promotion. – Improve our leveraging: not just buying but also support.
