3 Ground Rules Submit questions about presolicitation requirements for service contracting, as defined in bullet two, on provided note cards. The panel of the informal forum will field and answer submitted questions. Area of focus is service contracting requirements in Enterprise Service Solutions. This is not designed to provide formal briefings on any acquisition requirement. The Government will not prepare for distribution to attendees any notes or minutes of the event or any lists of attendees/registrants. The event will end at 15:00 or when questions end, whichever comes first. UNCLASSIFIED 3

6 Realignment Pilot Current Environment: BPA terms limit movement of SLIN-level authorized labor categories without KO approval. When the variance in labor hours is over 10%, the approval of the COR is required. A modification must be done if there is a change in SLIN-level labor categories. Pilot: The 10% variance will be removed allowing contractors the flexibility to adjust labor hours at the SLIN level. In addition, contractors will be allowed to use any authorized labor category on the task order even if not originally on the SLIN. These changes will require prior approval from COR. This will NOT require a modification. UNCLASSIFIED 6

7 Realignment Pilot (cont) At no time shall changes to the labor categories (if not already approved on the Task Order), team members, subcontractors or change between labor, travel or ODCs be done without prior approval by the Contracting Officer. This will continue to require a modification. In no event shall the not-to-exceed ceiling price for the SLIN be exceeded. UNCLASSIFIED 7
