10 INTRODUCTION (MISSION)
SEV ESCORT INTRODUCTION (MISSION) The 257th Transportation Battalion (Movement Control) has responsibility to provide CONUS-wide security escort services, positive movement control, and in transit visibility of commodities in Security Risk Category (CAT) I, and CAT II, and other Department Of Defense sensitive cargo, in support of Operation Noble Eagle. The 257th Transportation BN is responsible for providing CONUS-wide SEV service, movement control, and ITV of SRC I and II and other DOD sensitive cargo shipments.

12 SEV OPERATIONS Movement Control Detachment (“MCD”) - Two detachments assigned to the Battalion, one in the East Region of the U.S, one in the West Region of the U.S, each responsible for direct coordination with shippers and carriers for link up information. Ft. Knox, KY- 871st TC Det- (502) , is responsible for coordinating all east originating missions. Hill Air Force Base- 300th TC Det - (801) is responsible for coordinating all west originating missions. Both MCDs are subordinate to the 257th Battalion HQ at Ft. Eustis, VA. Positive Movement Control (“MC”) data is reported from the MCDs to the 257th Battalion Main Operations Center (“MOC”) at (757) 2 MCD’s – East/West. Plan missions – coordinate w/shippers, carriers. Location/Phone #’s.

13 SEV OPERATIONS The Regional MCDs will contact the shippers and carriers to request SEV coordinating information. The Regional MCDs will request location, date, routing, and time of each shipment departure. The Regional MCDs will request the truck drivers name and cell phone number. The MCD-Carrier Representative will provide SEV team soldier identities after the route coordination is complete. Shippers and Carriers are encouraged to contact the MCDs in the event they become aware of a new shipment or want to confirm a shipment requiring SEV escort. MCD’s contact shippers and carriers. Information requested. 3 BN carriers reps; 3 carrier reps at each MCD – provide team information when coordination is complete. Shippers/carriers are encouraged to contact MCD’s or BN if aware of new shipments, confirm shipment, verify coverage, and any other issues.

14 SEV OPERATIONS Movement Control Team (“MCT”) - This team is a forward element of the MCD. The MCTs are co-located at various ammunition depots and other shippers. The MCT mission is to seek advance information on CAT I and CAT II shipments requiring Army SEV service. The MCT is our eyes and ears at the depots. We will use the MCT, in conjunction with the MCD to provide ample time to coordinate with the carriers each shipment that requires SEV service. MCT’s/LNO’s at 5 Depots, shippers. Also have LNO at Rock Island, IL (OSC). Eyes/Ears – provide advanced info and coordination for shipments – use them! Expect additional MCD – more MCT’s – in FEB (958th).

15 SEV TEAM OPERATIONS Our Truck Companies provide the personnel for the actual SEV Team missions. The truck companies actually supply the SEV Teams. The MCDs directly task the SEV Teams (“SEV-T”) and provide mission information. The three (3) Truck Companies currently providing SEV-T are: East Area – 647th Transportation Co – Ft. Knox, KY SouthCentral Area – 206th Transportation Co – McAlester, OK West Area – 250th Transportation Co – Hill AFB, UT SEV Teams provided by 3 truck companies. MCD’s task truck companies. Areas of responsibility and HQ’s locations. 137 teams – 2 drivers, 1vehicle; 274 drivers.
