Department of National Accounts TURKISH STATISTICAL INSTITUTE (TurkStat) Official Statistical Programme The Official Statistics Programme, based on the Statistics Law is prepared for a 5-year-period in order to determine the basic principles and standards dealing with the production and dissemination of official statistics. There are almost ten institutions in the subjects of national accounts and financial sector statistics such as Central Bank, Ministry of Finance, Treasury and some regulatory bodies. 4

In general, the areas in the road map are; New Supply and Use Table with SNA-2008 / ESA-2010 Standards, Independent Annual Estimates, Institutional Sector Accounts, Improvement of Quarterly Accounts. 7

Department of National Accounts TURKISH STATISTICAL INSTITUTE (TurkStat) For Government Sector each of “Analytical Budget Codes” was re- encoded to ESA-2010, GFSM 2014 and EDP in cooperation with MoF, Treasury, and Central Bank experts and then Government classification was improved. For Financial and Non-Financial Sector the link between Business Accounting System (Balance sheets & Income Statements) and National Accounts System have been established. For Foreign Trade, Codes for ‘goods sent abroad for processing’ and ‘maintenance and repair services’ were clarified. Links with SNA-2008 / ESA-2010 and BOP / GFS 14

Several tasks forces and working groups have been established with MoF, Central Bank, Treasury, Banking Regulatory and Supervisory Institutions; - Government Classification Working Group - Financial Accounts Working Group - EDP Working Group - GFS Working Group. 15 Links with SNA-2008 / ESA-2010 and BOP / GFS

Department of National Accounts TURKISH STATISTICAL INSTITUTE (TurkStat) Public Sector Debt Current Situation Treasury is the responsible institution for compilation of Public Sector Debt (PSD) data. Treasury’s scope is just limited with central government sector so the other sub-sectors of general government figures can be compiled with the help of other data sources (e.g. Ministry of Finance). Turkey currently participates in the WB/IMF/OECD PSD Database and provides central government debt stock data since 2010. 17

Department of National Accounts TURKISH STATISTICAL INSTITUTE (TurkStat) Public Sector Debt Current Situation Turkey reports central government debt stock by maturity, instrument type, currency of denomination and residence of the creditor on a quarterly basis. Debt instruments includes SDR, currency and deposits, debt securities and loans. Central government debt stock at nominal value is available since 2014 Q1. 18
