DESCRIPTION OF THE PROPOSED ACTION
Coordinator: Port of Rijeka Authority (supported by Venice Port Authority) Priority : “Development of North Adriatic ports multimodal connections” Goal: studies and designs preparing major investments for the development of the North Adriatic ports hinterland connections (specifically railway and inland waterways) and port-sea access, specified in 4 main technical activities: Railway links Maritime access Inland waterways connections ICT Duration: 1 July – 31 December 2015. Budget: € /TEN-T Co-financing (50% study): € Institute of Traffic and Transport – Ljubljana

ACTIVITY 1: PROJECT MANAGEMENT AND COORDINATION Coordinator: Rijeka Port Authority
PRA Project coordinator Working group (WG) Stakeholder group (SG) Includes: Preliminary meetings for the development of the proposal 2) Fulfillment of the administrative tasks 3) Coordination of the consortium 4) Proper financial flow allocation 5) Timely and effective Communication within the consortium as well as between the consortium and the EC and INEA The specific milestones for the Activity 1. are focused on the organizational and reporting process: SAP, ASR and Final Report; Kick-off meeting organization; Set up of Steering Committee, Working Groups and Stakeholder Group

ACTIVITY 2: Port of Rijeka
preparation of Main design documentation issuing of Construction permit Main design documentation will include three phases of construction provided by Preliminary design: Phase 1.a – Construction of AGCT Intermodal Yard Phase 1.b – Reconstruction of Railway Station Rijeka-Brajdica : Phase 1.b.1. –Reconstruction of railway station Rijeka-Brajdica rail tracks; Phase 1.b.2. – Execution of contact grid in reconstructed railway station Rijeka-Brajdica; Phase 1.b.3. – Installation of signal-safety and telecommunication devices). Phase 2. – Construction a new pullout tunnel Railway Container terminal and Railway Station Rijeka one project which will be performed in two phases for which it is necessary to produce design documentation and obtain permits: Phase 1 – reconstruction of cargo section of Rijeka railway station, Phase 2 – construction of railway section of new Zagreb Pier container terminal.

ACTIVITY 2.: UPGRADING AND EFFICIENCY IMPROVEMENTS OF PORT-RAILWAY INFRASTRUCTURE Coordinator: Port of Koper Venice Port Authority: Upgrading of the infrastructure of the port railway system in order to: - avoid bottlenecks; - stimulate development and operating efficiency

ACTIVITY 4: FOSTERING INLAND WATERWAYS CONNECTIONS Coordinator: Venice Port Authority
Preparation of study (operational model) for the Design of the hinterland connections of the offshore terminal with the comprehensive seaports/inland ports of Chioggia, Porto Levante, and the core inland port of Mantua identification of the operational model of the nautical transfer system of containers to and from the Venice offshore platform.

ACTIVITY 5: ICT ACTIONS TO IMPROVE INTEROPERABILITY AND CORRIDOR INTEGRATION Coordinator: Venice Port Authority Preliminary analysis and definition of technical and functional specifications, design and deployment of interoperable solutions enabling an efficient information exchange between the port of Venice and Trieste and the inland terminal and logistics operator involved in the multimodal and rail freight Corridors crossing the North Adriatic Region. Venice Port Authority Design and development a software prototype application for the management of the rail freight processes and shunting in order improve rail interoperability in the port of Venice;

PORT-RAILWAY INFRASTRUCTURE
ACTIVITY 2: PORT-RAILWAY INFRASTRUCTURE 2) upgrading of industrial sidings in the port of Koper. 1) additional railway tracks within the port area in Koper: Project design for a railway solution on Pier I / cnt Project design for a railway solution at the backyard of Basin III / Ro-Ro Studies to be performed: Feasibility study for elimination of bottlenecks at the railway sidings in the port.

Basin I: Studying the navigability regime Assessment in basin I (for container vessels) containers Basin II: Studying and designing the arrangement of new berthing capacities in basin II (for different cargo specialized vessels / oil, general cargo, livestock, dry bulk etc.) tankers multipurpose use live-stock

ACTIVITY 1 RAIL LAYOUT IN PORT Trieste is a Core Port in the Trans European Transport Network. NAPA Studies output – a new port rail layout where 750m-long trains can operate – is essential to prepare Trieste port to comply with the functional and structural rules for the establishment and organisation of rail corridors given by EU Regulation No. 913/ concerning a Competitive European Rail Freight Network – starting in 2015.

ACTIVITY 1 RAIL LAYOUT IN PORT Preliminary analysis is concluded.
All feasible solutions for the yard re-qualification have been internally discussed and assessed with regard to operators indications. In fact solutions have to be shared and agreed upon, as they concern and involve infrastructure managers and operators. All actors agree that this NAPA Studies action can increase railway capacity, railway services and CO2 emission reduction.

ACTIVITY 2 ICT SOLUTION Thanks to the Port Community System – PCS, SINFOMAR – Trieste Port Authority is able to guarantee a complete automation of the processes inside the port. NAPA Studies goal is to further develop the PCS for rail freight operations management in the port area, enabling a standardized information exchange among the central systems of the Customs, Maritime administrations, port operators, taking into account all the customs aspects related to the peculiar situation of the Free Port of Trieste.
