4 meet the definition of an individual with a SBE specifically defined in this module, or
are members of a veteran population identified as eligible for DVOP services In order to realign DVOP specialists’ roles, DOL is directing that DVOP specialists must limit their activities to providing services to eligible persons who: DVOP Role pg. 5 VPL IAW VPL 03-14, DVOPS must limit their activities ensuring they are serving these specific populations. IAW JVSG Special Grant Provisions, DVOP’s providing intensive services to individuals meeting the criteria for a SBE, as defined here, should do so within the framework of the Case Management Process (ref. pg. 7 VPL, second paragraph), that means an assessment, & develop an IDP/IEP.

5 Review all open case files of current participants with a SBE or in a priority category and perform case management duties Conduct outreach activities with other service providers for the same populations In the event that a DVOP specialist does not have a full-case load of eligible persons they may perform additional activities in this order: DVOP Caseload pg. 7 VPL Priority categories are identified in next slides that includes the veteran 18 to 24 population and Appropriations Act categories. Outreach should be conducted in an effort to enroll SBE and priority category veterans. Emphasis on primary role, pg. 5 first paragraph; DVOPs provide intensive services to eligible persons and to other eligible persons as determined by the Secretary of Labor. Have participants read, or read aloud the intensive services footnote, VPL pg. 5.

6 Special Disabled or Disabled Veteran
those who are entitled to compensation (or those receiving military retired pay that otherwise would be entitled to compensation) by the VA; or, were discharged or released from active duty because of a service-connected disability 03-14 Change 1 SBE Criteria pgs. 5-6 VPL This includes medically retired members. Eligible veterans that have a disability that is not service-connected and do not fit in this SBE still get POS and referrals to other AJC services outside of the JVSG program.

7 Homeless 1. Inadequate nighttime residence.
2. Primary nighttime residence is not designed for human habitation 3. Shelters; including hotels paid for by public or private funds. 4. Place not meant for human habitation & eligible person is currently exiting a shelter. 5. Imminently losing housing in no more than 14 days 6. Unaccompanied youth & homeless families with children SBE Criteria pgs. 5-6 VPL Lead participants to this document in manual. There are six meanings of homelessness in Title 42 USC. One or more may apply to one eligible person.

8 Recently Separated Service Member that is Long Term Unemployed
Who is currently unemployed (i.e., unemployed for 27 or more consecutive weeks within the last 12 months) SBE Criteria pg. VPL Change 1 The term “recently separated” means any veteran during the three year period beginning on the date of such veteran’s discharge or release from active duty. “…consecutive” removed

9 Who is currently incarcerated or has been released from incarceration.
Offender Who is currently incarcerated or has been released from incarceration within the last 12 months. Who is currently incarcerated or has been released from incarceration. SBE Criteria pg. VPL Change 1 Effective July 1, 2015 (WIOA) Incarceration requires a court conviction. Research indicates that incarceration includes any substantial restriction of a person’s movement and freedom based on conviction. (e.g. An individual is convicted and is confined by means of electronic device which monitors movement.)

11 Low-Income Means an individual who received an income for the 6-month period prior to application for the program involved that, in relation to family size, does not exceed the higher of... Lead participants to HHS Poverty Guidelines (based on US Census Data) & DOL Lower Living Standard Income Level (based on major metropolitan area income levels) in reference manual, demo family of 2. Important to not guidelines based on annual income, WIA definition is based on 6 month period. Pro-rate to account for 12 months.

DVOP specialists may also provide services to the following populations: • As specified by the Secretary – Veterans, ages 18-24 – Transitioning service members, who have signed DD-2958 & doesn’t meet readiness standards, years old & involuntary separation due to REDUX & – Wounded, ill or injured members in military treatment facilities and their spouses or other family caregivers.

Intake Most offices have a function that provides a process for identifying and selecting veterans with SBE’s to be served by the DVOP. Describe the process your office utilizes. How does a self attested veteran get to you?

16 Barrier or Employment Issue What is a Barrier or Employment Issue?
Anything the veteran perceives to be a barrier to employment, is a barrier to employment. What is a Barrier or Employment Issue?

17 Veteran Populations Challenges
Once a veteran with an SBE gets to you – you must determine if this is the only SBE causing an employment road block. Many veterans with one SBE will more than likely have several SBE issues operating simultaneously. At your table - work with your assigned SBE to uncover key employment challenges, using the summary sheets within your section or other information. Report out what your summary sheets and/or further research has uncovered.

18 SBE impact rating form Use the SBE impact form (in manual) to rate the impact each SBE has on employment within your community. For example, in some Service Delivery Points (SDP) having a felony conviction has less impact b/c the SDP has access to a robust referral network with employers who have a history of hiring people with felony convictions. In contrast, that same SDP might not have a strong referral of network providers that help people with homelessness and poverty and low educational resource needs.

19 DVOP Scope of Practice Knowledge and awareness of how to identify target audience employment barriers and strengths. Knowledge and awareness of how to assist a target audience member with attachment to the workforce. Knowledge of how to conduct an assessment for referral. How to develop SMART goals and write EDPs/IDPs that align with identified SBEs and strengths of the target audience.
