3 Overview The Ministry of Finance and Economic Planning of the Government of Rwanda and Synergy International Systems signed a contract at the beginning of September, 2014 for:  Implementation of Data Transfer Web Service (from IATI registry to DAD) and Data Conversion Interface (from IATI standard to DAD Rwanda template)  Customization of Data Merging Workflow (between IATI Project Profile and live DAD Rwanda Project) Operational Pilot Module was deployed in the DAD-Rwanda in January 2015

4 Data Import Service The Data Import service is a flexible and robust data migration tool that allows data to be pulled from IATI to DAD. It provides a mechanism for identifying the data stored in IATI Repository and mapping them with the data in DAD Rwanda for data comparison and analysis.

5 Data Import Service : Expected Benefits  Reduced burden of manual entry of the same data by development partners at the country level  Improved comparability between global and country level data on aid for Rwanda  Integration of the local system with the global aid transparency standard and being ahead of developments in this field 5

6 Data Import Service : Constraints of IATI Standard impacting the data import and expected benefits  Required fields in DAD-Rwanda sometimes are not provided by the IATI donor publishers ex: the activity total budget, the start and end dates, etc.  Some required values in the DAD are missing in IATI: ex: last-updated-date/time is set as an optional attribute, but it is used for identifying whether the activity (project) is updated in the IATI Repository or not since the last data import date. If this attribute is missing, then it makes it difficult to identify the last updated activities/projects.  Lots of attributes from the IATI standard allows flexibility of specifying options/values and available IATI codelists are sometimes ignored by publishers. Ex : invalid date format  AT THE END: From the IATI conversion log only 34 activities were successfully imported, the rest 2336 activities reported in IATI for Rwanda, failed the conversion. 6

7 Data Import Service : Proposed solutions To improve the % of successfully imported projects from IATI to the DAD system:  Publishers should implement the version 2.01of the IATI schema and improve the quality and timeliness of the data  We have lowered our conversion/ mapping requirements : changing some errors to warnings (e.g. transaction date, budget planned dates, etc.)  We have changed the logic of processing the missing or invalid fields of sectors and locations  To continuously work on improvement of data mapping rules  IATI Classifiers Mapping to DAD Classifiers 7

8 Mapping and Merging IATI Projects with DAD Projects After the Data Import service starts the data merging process. The data merging process is executed in the following steps:  Step 1: Identifying and Linking Projects to be Transferred  Step 2: Verifying Projects  Step 3: Mapping Project Fields  Step 4: Validating Projects

11 DAD in Budget and Planning - SmartIFMIS-DAD integration(in testing phase )  Ensure DAD as the only GoR’s repository of ODA information;  Ensure a reduction of multiple data requests from GoR to DPs;  Ensure DAD capture relevant and usable information on external aid to support national planning, budgeting, execution and monitoring process;  Enhance transparency and accountability of ODA (ODA Report)  Establish linkages and complementarities with SmartIFMIS (Finance Management Integration System for Budgeting, Planning and Accounting for Rwanda’s Domestic and External Revenues) 11

13 SmartFMS-DAD integration - Challenges  The integration was done through mapping process without changing the systems’ structure.  DAD to fully integrate the GoR’s Chart of Accounts classifications at the stage of data reporting.  Projects  Sectors  Modalities  Other challenges in fast-tracking the integration project:  high turnover of staff working on the integration.  developments teams located in different continents and working on multiple priorities.  Way forward:  In-country mission from Synergy team to finalize outstanding issues with DAD/SmartIFMIS integration 13
