Welcome from West Sussex Fire & Rescue Service  Before we start please take a few minutes to read and answer the questions on the sheet  The results are for your personal consideration only

West Sussex Fire & Rescue Service Fire Safety in Care Homes Advice to Providers & Staff

Aims & Objectives  Support all Care Homes in meeting minimum legislative requirements  Minimise disruption from audits  Prevent incidents  Effective evacuation  Post incident planning  FIND SOLUTIONS PROTECT THE MOST VUNERABLE

What`s the risk  2004 Rose Park, Tenby, Cambridgeshire, Redcar 19 fatalities  2007 Weybridge £80,000 fine, £20,000 costs  2010 Manchester fatal fire  2012 North Wales, West Sussex, Twickenham  2012 Liverpool £26,000fine, did not evacuate, left it to FRS, staff stood outsidefine  2013 West Sussex 3 incidents, 7 hospitalised  London 2012/13 540 fires in Care homes and Sheltered accommodation 2 fatal, 26 injured

Understanding FRS Expectations  Evidence of successful management of resident evacuation without relying on FRS intervention

STAY PUT !!!!  Lets get this one out the way  Means “do nothing”  Confusing  Not supported in guidance documents

Automatic Fire Alarm  Delayed alarm  Double knock  Instruct ARC  Minimise disruption to residents and staff  Know your system and zones

General Emergency Evacuation Plan  Example GEEP.doc Example GEEP.doc

Personal Emergency Evacuation Plan  Example PEEP.doc Example PEEP.doc

Evacuation Types  Simultaneous  Progressive Horizontal Evacuation (PHE)  Also known as Two Door Separation  Delayed Evacuation  Can not rely or factor in the FRS into evacuation process

Simultaneous  Full Evacuation at full alarm  Pre alarm/Two stage/delayed alarm  One out all out  Not always most appropriate for vulnerable persons

Progressive Horizontal Evacuation  Only need to move immediately effected  Staged evacuation horizontal, vertical  Building needs suitable compartmentation

PHE continued  Consider dependency levels & locations  Evacuation aids, wheelchairs, hoists, Rescue mats and sheets Rescue mats and sheets  Staffing levels (appropriate)  Evacuation of protected zone in 2.5 minutes ?

PHE layout requirements

Delayed Evacuation  Exceptional circumstances  60 Minute compartmentation  Staff member with resident ?  Still need to plan evacuation when required without FRS intervention

Restrictions  Evac of protected zone 2.5 mins  Delayed evac, 60 min FR  Delayed evac, staff member remains  External escape routes, residents  Travel distance on evac routes  By-pass routes  CLG_Guide_Additional_Guidance_Document_- _NASHiCS_CFOA[1].pdf CLG_Guide_Additional_Guidance_Document_- _NASHiCS_CFOA[1].pdf

Staff levels and alternatives  Staffing level must be appropriate to evacuation process  Enhanced compartmentation  Sprinklers  Water Mist system  Location of High Dependency residents

Compartment Occupancy  Spread high dependency  Mixture of dependencies  Avoid high dependency on upper levels  Small compartment = quick evac = gives staff more time = less pressure

RAG markings  On resident details board  Disk on residents door  Red = High dependence  Amber = Dependent  Green = Independent  Assists staff prioritisation

By-pass routes Available at all times In both directions Is it suitable for all residents

External escape stairs  Maintenance  Fire resistance  Inclement weather  Can staff get in  Residents escape  Limit numbers

Guidance Documents  CLG Guidence Res Care highlighted.pdfCLG Guidence Res Care highlighted.pdf  CLG_Guide_Additional_Guidance_Do cument_-_NASHiCS_CFOA[1].pdf CLG_Guide_Additional_Guidance_Do cument_-_NASHiCS_CFOA[1].pdf  BS9999  HTM ?

CLG Guidance  Section 4.1  3 evacuation types  Requirement for drills  Proof of suitability  Alternatives

Fire Drills  Prove it works  Train staff/Agency staff  Record outcomes  Adjust process as necessary  Support your night staff  Be honest  USE US ?

Poor management and pre-planning  “It will never happen to us”  Those it did happen too probably thought the same thing  What could possibly go wrong?  Fawlty Towers - Fire!!_WMV V9.wmv Fawlty Towers - Fire!!_WMV V9.wmv

Fire Pack  Emergency box, residents details, next of kin details, medications etc  Premises plan  Electricity and Gas isolation  Oxygen cylinders  High dependency residents

Review question sheet  Did we get it right ?  Do we need to review our understanding  Could we do things more effectively

It all comes down to ???  Training  Drills  Management  Review

Before we finish  E Cigarettes E Cigarettes Rule 43 / Regulation 28 letter

Any questions
