Financing Products for Investments in Small-Scale Renewable Energy and Energy Efficiency Technologies FINA-RET Contract No: EIE/07/174/SI2.466280 Project Duration: 1/12/2007-30/11/2009 Presentation Date: 17/12/2007
2
Project Summary Need for innovative financing instruments tailored to renewables and energy efficiency sectors Small-scale renewable applications and energy efficient technologies can have substantial contribution towards energy security and environmental protection FINA-RET Objective Objective: to identify, develop and package financing products (loans, funding and awarding programmes) addressed to individuals and SMEs that wish to invest on Renewable Energy Technologies (RET) and Energy Efficiency Technologies (EET) Identification of the User Requirements of potential financing products through surveys performed in five Member States (Austria, Cyprus, Greece, France, Italy) Validation of the Survey Results Dissemination of the Project Results Development of an Effective Promotion Strategy Review of available financing measures Categorization of RET &EET investments
3
Background Promoting RET & EET supports the tackling of three of the major today’s challenges : 1.Environmental concerns influencing energy choices, 2.Development of compromising solutions decreasing energy prices, 3.Security of energy supply. EU effort on promoting RET too feeble so far Renewables and EET implementation has benefited already by public funding and risk support from Member States. However, there are still barriers (non- technical) to the large scale implementation of RET and EE technologies: 1.Energy prices do not reflect all the costs of energy 2.RET and EET have comparatively long pay-back time 3.Amortization cost of RET and EET is high 4.Lack of financing products for small-scale RET and EET investments 5.Lack of market oriented mechanisms for promoting RET and EET FINA-RET Objectives Horizontal Key Action 3 (HKA3) on “Financial Mechanisms and Incentives” (2006 IEE Programme Call) Objectives COM(2004)366final Objectives
