PES services Old culture: Every unemployed person is registered following a personal interview and they are required to visit the office regularly until they find a job (if possible) New culture: We help all customers to self- register and to use all possible means (some of which are provided by us) to find a job Still to come: It is our duty to make the labour market function so well that our work becomes unnecessary

Newly unemployed person Old culture: Someone is categorised as unemployed only after one month of unemployment; job seekers do not consider jobs not directly related to their previous experience and more than 25 km from home New culture: Moving towards categorising someone as unemployed straight away; encouraging job seekers to consider jobs one hour away by car/train/bus and/or engage in retraining/start a business Still to come: Changing jobs may be good not only for the employer but also for the employee

Local/area level Old culture: Little connection between the state run PES, the business community and development centres run by local authorities New culture: Collective strategy; a skilled labour force is necessary for (rapid) development; new private sector jobs are necessary for higher employment rates; in the current crisis, the state has an increased role in helping to support collaboration Still to come: To find original solutions and not only copy others

Regional political guidance (based on local communities) Advisory council - Business Society - Trade Unions - other interested parties Ministry Strategy and performance targets of the Regional Centre for Employment and the Economy Strategy and performance targets of the local offices Advisory council helping with strategy Trust is necessary!
