Evolution of Reforms in Kenya The government tried various reforms in the public sector over the years with varying degree of success. These efforts were fragmented and sectoral in nature, and had their own measure of success

Evolution of Reforms in Kenya… 1965:Sessional Paper No. 10 on African Socialism and its Application to Planning in Kenya outlined the first institutional framework for reforms. The reforms aimed at addressing three main challenges facing the nation namely disease, poverty and illiteracy.

Evolution of Reforms in Kenya… 1986: Sessional Paper No. 1 of 1986 on Economic Management for Renewed Growth paved the way for wider public service reforms e.g Structural Adjustment Programmes (SAPs). SAPs sought to reduce the role of Government control in the production & distribution of goods and services and enhancing the role of the private sector.

Evolution of Reforms in Kenya… SAPs recognized the immense potential of the private sector as the engine for growth, and staff retrenchment as a way of reducing the bloated civil service wage bill. The SAPs were not entirely successful as they resulted in a decline in real GDP growth.

Evolution of Reforms in Kenya… 1988: Government launched the Civil Service Reform Programme to enhance Public Service efficiency and productivity.

Results Achieved through RBM Increased transparency & accountability in the public sector; Sector reforms implemented in water, health, lands, education, trade, agriculture, environment, local government, human resource management, state corporations and governmance, justice, law &order sectors, among others.

Results Achieved through RBM... Improved service delivery across sectors & public agencies e.g. passport processing time reduced from over 30 days in 2002 to less than 7 days currently; Strategic planning, Performance contracting, Rapid Results Initiatives, Service Charters, Performance Appraisal System (PAS) & M&E have been introduced in wider public service.
