8 th meeting of the WG for the improvement of border crossing along the Corridor X Streamlining concept for border crossing operations Belgrade 21 January 2010
2
Current status of border crossing analysis Gevgelija / Idoméni, clarification of data Structure of analysis Current rail volumes Technical framework Personal and technical equipment Legal / administrative framework Process overview for freight trains Sequence of standard processes Summary of standard processes Analysis of standard processes Analysis of processes in operation (reported by RUs / on site-visit) Analysis of border crossing times (scheduled / in operation) Comparison of border crossing times (standard / scheduled / operation) Conclusions /Recommendations
3
Gevgelija / Idoméni Analysis of traffic volumes (regular trains per maximum working day according to the schedule 2008/2009 ) Overview of technical framework in Gevgelija and Idomeni ( Technical track data, track main functions, other functions ) Overview of personal and technical equipment ( Opening /working time, working shifts per day, number of staff, working period per shift, main tasks for the personnel of RU /IM, main problems ) Overview of legal and administrative framework ( Bilateral agreements, implementation of internal regulations, implementation of international regulations ex. CIM GCU, national laws ex. Vet-check, customs procedure )
4
Gevgelija / Idoméni Sequence of standard processes in Gevgelija and Idomeni for both directions Analysis of processes in operation Operational problems reported by the involved Railway Undertakings which lead to longer border crossing times in both border stations. The existing operational problems were confirmed on on-site visit.
5
Gevgelija / Idoméni Analysis of scheduled border stopping times for freight trains Main findings Variation of scheduled time need for border crossing. The average value is about 3,25h In Idomeni the scheduled stopping times are about 40% lower than in Gevgelija Stopping times of single trains show only a small dispersion about the mean. There is not significant correlation between the scheduled stopping time and the respective type of train ( intermodal /conventional freight, loaded /unloaded
6
Gevgelija / Idoméni Analysis of border stopping time in operation Basis : GPS time values for selected train couple for a concrete period ( all train runs within this timeframe included )
7
Gevgelija / Idoméni Conclusions / recommendations The analysis of all information has shown that there is a huge discrepancy between timetable times and times in real operation. To improve the situation on sort notice and to initiate sustainable optimizations the following 3 level concept is recommended : 1. Modification of train schedule 2. Process improvements 3. Monitoring
8
Gevgelija / Idoméni Conclusions / recommendations Modification of train schedule Process Improvements Monitoring
9
Gevgelija / Idoméni Conclusions / recommendations Modification of train schedule Modification of the scheduled train-path by providing adequate buffer times at the border stations in order to provide a better reliability with respect to customers information and operational planning.
10
Gevgelija / Idoméni Conclusions / recommendations Process improvements a. Restructuring /optimization of processes for real shortening overall border process time in operation. b. Working times / procedures (customs/phyto-sanitary control teams)
11
Gevgelija / Idoméni Conclusions / recommendations Monitoring The consistency of process and operation times shall be monitored continuously as an input for the time table planning
