15 Planning for launching and operating an OA journal  Think in terms of activities – what needs to be done?  Consider how it relates to other activities you need to perform – do other activities provide inputs or controls? Are the outputs from the activity in question inputs for other activities?  What do you need to get the job done?  How (who and/or with what system) will you get the job done?  What controls will structure what you can/should do?
