15 Federal Acquisition Service SmartWay Transport Partnership  GSA – Freight Transportation Management became a SmartWay Logistics Partner on March 21, 2011.  GSA is the first federal agency to be certified by the EPA for efforts to reduce greenhouse gases and other air pollutants and improve fuel efficiency within the supply chain.  GSA received a 1.25 Shipper Index Factor (SIF).
