7 7 Private Non-Profit Entities Must submit a tax exempt certificate and organization charter or bylaws. Must be open to the general public.

8 8 Private Non-Profit Entities The following types of PNP facilities are specifically eligible: Fire/Emergency Medical Custodial Care Utility Educational

9 9 Facility Eligibility Requirements In active use at the time of the disaster Not under the authority of another federal agency Damaged as a result of a declared event Located within an area declared by the President The legal responsibility of an eligible Applicant

10 10 Eliminate immediate threats: To lives, public health, property Of significant damage to improved property Ensure economic recovery of community Examples: trees, woody debris, mud, silt, gravel, vehicles, building wreckage Emergency Work: Debris Removal

11 11 Emergency Work: Emergency Protective Measures Measures taken before, during, and following a disaster to eliminate or reduce an immediate: Threat to life, public health or safety; or Hazard that threatens significant damage to improved public or private property

12 12 Emergency Work: Emergency Protective Measures Examples of activities : Search and rescue, emergency medical care, emergency mass care/shelter, disaster area security, provision of food, water, ice, other essentials, EOC activation, construction of emergency protective measures

16 16 Hazard Mitigation Hazard Mitigation Definition: Cost- effective action to prevent or reduce the threat of future damage to a facility Proposed measures are reviewed for: Eligibility, technical feasibility, environmental and historical compliance, and cost effectiveness Public Assistance Program – Section 406

17 17 Environmental Requirements Ensure that all practical means are used to protect, restore, and enhance the environment

18 18 Historic Preservation Property eligible for listing on the National Register of Historic Places requires special consideration under the National Historic Preservation Act.

19 19 Flood Hazard Area Any project within or affecting the floodplain must be reviewed to ensure that it meets the requirements of the Executive Orders on Floodplain Management and the Protection of Wetlands.

20 20 Insurance Requirements 1. Actual or anticipated insurance proceeds will be deducted from the eligible project costs for facilities that are insured. 3. Additional specific requirements will be applied to all flood damaged facilities located within the Special Flood Hazard Area. 2. All applicants are required to obtain and maintain insurance coverage on all insurable facilities, as a condition of Public Assistance funding.

21 21 Public Assistance Time Lines Submit Request for Public Assistance – February 28, 2005 to SCD Kickoff Meetings – Starting February 17, 2005 Complete Project Worksheets – Target March 31, 2005 Complete Debris Removal / Emergency Work August 1, 2005 Complete Permanent Work August 1, 2006 *Appeals within 60 days of notice
