Increased investment in research will raise the demand for researchers : about 1.2 million additional research personnel, including 700.000 additional researchers, are deemed necessary to attain the objective…” (COM(2003)226 final and and SEC(2003)489 of 30.04.03)

In particular on: - visas - access to job market - social security - pension rights - taxation - housing and schooling - taxation - housing and schooling - access to the culture of the host country - access to language courses

D : Human Factor, Mobility and Marie Curie Actions A Mobility strategy for the ERA Condition of admission of Third Country Researchers in Europe Member States in collaboration with the Commission are invited to strengthen the actions being undertaken to develop the ERA, in particular by facilitating or continuing to facilitate entry and residence for researchers from third countries Legislative initiative associated with an action plan foreseen for autumn 2003
