3 INTRODUCTION The quality frame consists of three key quality attributes, namely · Relevant – the project meets the program requirements; · Feasible – the project is well designed and will provide sustainable benefits to target groups · Effective and well managed – the project is delivering the anticipated outputs and is being well managed.

4 PROCEDURES Ex-ante: Monitoring may be done through site-visits. Ex-post: Monitoring may be done through an online tool, which will have all necessary fields to be filled up according to certain criteria (e.g. Satisfaction). Other: evaluation questionnaires, TOR MONITORING AND QUALITY CONTROL

5 Ongoing relevance of the project objectives To which extend are the objectives of the project consistent with the beneficiaries' needs, the institution needs, and local/regional priorities? Is the project coherent (consistent) with the policies, guidelines and approaches set by the different stakeholders of the project? How did the project adapt to changed needs? Efficiency of implementation (are resources well allocated?) MONITORING AND QUALITY CONTROL

6 Effectiveness Did the project reach target groups (direct and indirect beneficiaries)? Did it achieve the expected impact in terms of positive and negative, primary and secondary effects produced by a project, directly or indirectly. Impact and sustainability MONITORING AND QUALITY CONTROL
