3 Measure History Northwest ENERGY STAR (NWESH) homes program active in region since at least 2004. – Initial program had one, regional spec In 2008, a targeted spec was developed for Oregon in response to the improved state energy code – Presented to RTF on February 5, 2008.February 5, 2008 Savings approved at that time OR spec revised again in 2011 in response to further code changes Measure Developers: – Specs: NEEA, Fluid Market Strategies, Ecotope – Workbook: Ecotope 3

11 Constant Parameters NWESH is a big package of measures - few constant parameters besides house dimensions and climates. 11

12 Code Baseline Code requires 2 add’l measures for compliance – No state-wide survey of measures but OR BCD will be building a database of code compliance starting this year – Base case in this analysis uses HVAC equip upgrade and house tightness/duct sealing measures Heat Pump / Furnace upgrade highly probably (RTF already set base HP efficiency at HSPF 8.5) Analysis from 2 Nov 2010 RTF shows range of energy use for different measure combinations: – HVAC upgrade + sealing is a mid-range user for all HVAC upgrade combos 12
