3 Councils and Committees School Site Council (SSC) Governance Body Role - develop and monitor Single Plan for Student Achievement Advisory Committees Advisory Body Role – provide advice regarding specific student populations/issues to SSC, principal or governing board

4 When are Councils/Committees Required? School Site Council School receives funds through Consolidated Application ELAC School has more than 20 Els DELAC District has more than 50 Els SAC School uses Economic Impact Aid (EIA) funds for State Compensatory Education (SCE) DAC District uses EIA funds for SCE

6 Responsibilities SSC – Review student achievement data Develop Single Plan for Student Achievement (SPSA) and accompanying budget Monitor implementation of SPSA and program effectiveness Annually review and modify plan Recommend SPSA to governing board SAC – Advise on SPSA DAC – Advise on Consolidated Application

7 Responsibilities ELAC – Advise SSC, principal, staff on needs of ELs Advise SSC on SPSA Assist in needs assessment Assist in language census Assist in making parents aware of importance of attendance Elect representative to DELAC

8 Responsibilities DELAC – Advise the local board on EL Master Plan, LEA Plan, and SPSAs Advise on content and procedures for needs assessment, Advise on district goals and objectives for EL programs Advise on reclassification procedure Advise on district plan to ensure teachers and aides meet state and federal requirements Advise on content of parent notifications Advise on DELAC training

9 Composition School Advisory Committee Parent members must be elected by parents of pupils participating in a compensatory education program Parents must constitute a majority of the membership The committee shall include broad representation of the parent population served by the school including socio-economic and ethnic groups represented in the school attendance area.

10 Composition District Advisory Committee (DAC) Parent representatives must be elected by parents of pupils participating in a compensatory education program Parents must constitute a majority of the membership The committee shall include broad representation of the parent population served by the school including socio-economic and ethnic groups represented in the school attendance area.

11 Composition English Learner Advisory Committee (ELAC) Parents or guardians of English Learners shall constitute membership in at least the same percentage as their children represent in the total number of pupils in the school Parents or guardians of Els shall elect parent members of the ELAC

12 Composition District English Learner Advisory Committees (DELACS) Each ELAC shall have the opportunity to elect at least one member (alternative regional election for large districts) Parents/guardians not employed by the district constitute a majority of the committee

13 School Site Council Elementary Composition (minimum 10 members) Members selected by their peers

14 School Site Council Secondary Composition ( minimum 12 members) *middle schools may use either the elementary or high school composition
