2 Of Course Request for Proposal Jan 08. Identify firms for a master contract. Propose for four buildings. Sample PV System Services Management Agreement. Qualified Management Agreement in place of PPA.

3 Selection Criteria Done it before? Money to do it? Cost per kWh for four buildings. Use local K-11 contractors? Technical approach. Project team and organization. MOU with Clinton Foundation? Accept our contract?

4 Three Firms Selected One reneged on initial contract. One did not submit a real proposal. One completed three projects for 1.9 MW. Did BioDesign under Energy Performance Contract.

5 Since Then Added Energy Performance Contractor per U of A contract. Existing firms not happy about that. Firms who never responded to RFP want in. Subs want to be primes. And we want 10 MW by Dec 2009. And 20 MW by Dec 2010.

6 Since Then Proceeding with Phase II projects. Financing is slowing us down. Concern about rule changes. Lots of paperwork. Still, the concept is simple: You make power, We buy power.

7 Going Forward Industry is rapidly changing. May not be best served with a Master Agreement. Will probably solicit for packages of projects. Proposers will have to do site investigation. PPA (QMA) contracts evolving.
