Hypothetical Situation (Similar to the Oklahoma City Federal Building Bombing or the World Trade Center Attacks)  Money in this program is not available until an act of violence or terrorism has occurred. The amount available is undetermined until the event.  In this case the grant proposal will be prepared to the maximum extent possible, only the details of the specific event will need to be filled in.  Although it is impossible for the Red Cross to predict an act of terrorism and violence. The Red Cross no doubt has plans to deal with specific disasters, having fund sources identified just makes good sense.

13. Summary  While this plan currently has no detail it is well known that the American Red Cross is uniquely capable of responding to a crisis. The Red Cross already has in place many programs that will move services to an area quickly and systems are already in place to integrate with other agencies providing relief. No other agency can make the same claim of service.
