November 1998, Thessaloniki: 1 st meeting and constitution of a Pre-steering Committee for the Pan- European Corridor X. November 1999, Thessaloniki: 2 nd meeting of the Pre-steering Committee for the Pan-European Corridor X and constitution of a Technical Secretariat. Funded by the Greek Ministry of Transport and Communications (Chair of the Pre-Steering Committee) the task of the Technical Secretariat was assigned to the Department of Transportation and Hydraulic Engineering, Faculty of Rural and Surveying Engineering, Aristotle University of Thessaloniki for the period January 2000 – August 2001.Funded by the Greek Ministry of Transport and Communications (Chair of the Pre-Steering Committee) the task of the Technical Secretariat was assigned to the Department of Transportation and Hydraulic Engineering, Faculty of Rural and Surveying Engineering, Aristotle University of Thessaloniki for the period January 2000 – August 2001. Studies Objective 1: Maintenance and continuous update of the studies archive. Evaluation of recently elaborated studies or studies under elaboration. Objective 2: Definition of requirements (ToR) for the elaboration of supplementary studies aiming at the documentation for the development of Corridor Χ. Financing Objective: Contribution to the development of favorable conditions – from technical point of view – for the involvement of International Financial Institutions in the development of Corridor X. Improvement, updating and management of information system Objective: Improvement, updating and management of a user friendly Data Base – Geographic Information System. Border crossings and custom procedures Objective: Optimization of the procedures at border crossings and custom controls. Facilitation of improved access conditions to Corridor X. Follow-up of the implementation process of Corridor X Objective: Continuous and systematic monitoring of any procedure concerning, directly or indirectly, the development of Corridor X. International cooperation for the development of Corridor X Objective: Development of cooperation between the countries of Corridor X and other Pan-European Corridors. Dissemination of information Objective: Publicity actions of the work of the Steering Committee and the Technical Secretariat of Corridor X. Secretarial support to the Steering Committee Objective: Ensuring of a permanent structure for the support of the Steering Committee. Two questionnaires concerning the infrastructure and operation of the road and rail Corridor X were designed by the T.S. The preparation and exploitation of the questionnaires proved to be the principal mean for the collection of the relevant information. Most of the participating countries cooperated in a very satisfactory way and they filled the questionnaires in detail. Each questionnaire consists of the following four parts: Part A: Information about the existing Rail/Road infrastructure Part B: Information about existing studies to be implemented and about ongoing studies for the modernization of the Rail/Road Corridor X Part C: General information on Rail/Road design and construction Part D: Cross border facilitation QUESTIONNAIRE BASED SURVEY

Data collection, inventory of existing studies and production of: tables and maps for the existing situation of the infrastructure, tables and maps with the progress time schedule and the perspectives (expected development/ year), tables and maps presenting the reconstruction, rehabilitation, upgrading investment, and tables and maps presenting traffic flows etc. (operators, tolls, accidents) Data base – G.I.S. and electronic map The exploitation of the filled questionnaires provided by the concerned countries and the final establishment of the appropriate Data Base and G.I.S.,were based on the remarks made on the first version of the Data Base by the experts of each country, during the period March 16 th – June 15 th 2001. Border crossing and customs cooperation Cooperation with the SECI Project Group on Trade and Transport Facilitation concerning the: - simplification of documents required – introduction of the SAD, - physical improvement of the infrastructure at the border stations, - training of the personnel stationed at border crossings, and - consideration of the relevant project underway by the World Bank. Exploitation of various data. This information should be completed by a specific round of expertise in order to observe (under real conditions) the border crossing procedures and to measure the respective waiting times. Consideration of institutional (quotas, capacities, taxes etc.) obstacles impending free access. Codification by the Technical Secretariat of terms of references for new studies. Collection and data processing concerning interoperability aspects (infrastructure, operation, financing, border crossing). WORK DONE (3/4)

Examination of indicative P.P.P. schemes in transport infrastructure and operation. Organization and Management – Permanent structure supporting the Steering Committee, responsible for the: - Preparation of the agenda for the 4 th meeting of the Steering Committee. - Preparation of the documents presented and discussed by the Steering Committee. - Preparation of the minutes of the 3 rd meeting of the Steering Committee. - Organization of the 4 th meeting in cooperation with the host Ministry of Transport. - Preparation of the New Work Programme of the Technical Secretariat until March 2004 (Presented in Item 9).
