Company LOGO www.company.com Some government agencies are delegating quality control to the contractors on fixed-price contracts with only oversight role assigned to the owner. Conventional approach on fixed-price contracts is for the owner to retain inspection responsibilities either directly Design-construct projects constructed on a reimbursable-cost basis, it is common practice for the owner to delegate most or all of the quality responsibilities to the design-constructor. Lump-sum, the owner usually retains a major involvement in the area 1-2 General contractor : C o n s t r u c t i o n R e p o r t P r o f e s s i o n a l C o n s t r u c t i o n M a n a g e m e n t 2006

As project nears completion, it is important to be sure that all components function well together as a total system. In some cases, this mainly involves testing, adjusting and correcting the major electrical piping and mechanical systems so that they perform at their optimum level This phase involves a warranty period during which the designer & the contractors can be called back to correct problems that were not immediately evident upon initial testing. 2.Start-up and final closeout : C o n s t r u c t i o n R e p o r t P r o f e s s i o n a l C o n s t r u c t i o n M a n a g e m e n t 2006

Field personnel must be thoroughly familiar with contract provisions, rights of the parties and concept of the contractual relationship. Claims can be much more readily adjudicated if the contract was understanding, so proper documentation will include: 1.Independent evaluation of merits of each item outlined in the claims. 2.Minutes of any negotiation meeting, including information that may be develop. 3.Early notification on the owner, an early request for legal assistance and advice. 4.Written approval of the claims settlement by the owner. 3.Legal consideration: C o n s t r u c t i o n R e p o r t P r o f e s s i o n a l C o n s t r u c t i o n M a n a g e m e n t 2006

The usual position of PCM is that it has hired out his expertise as agent to the owner, and the owner should be responsible for business risks 3.Legal consideration: C o n s t r u c t i o n R e p o r t P r o f e s s i o n a l C o n s t r u c t i o n M a n a g e m e n t 2006
