1. Background In 2008 the municipality of Heerenveen (Province of Friesland), has implemented a project about the development of ‘village visions’ for all the small villages in the municipality. Doarpswurk has facilitated this process, which resulted in about 10 village visions. Now, two years later the follow-up on these village visions seems to be a challenge for the municipality, and some of the villages have expressed that they are not satisfied with the follow-up.

Doarpswurk is an organization that focuses on the preservation and promotion of social cohesion and the livability of the Frisian countryside. The facilitation of the development of village visions is one of the core businesses of Doarpswurk. Doarpswurk would like to know what the background is of these challenges/problems in the follow-up. Was it about the process? Is the municipality well prepared for these kind of interactive/participatory processes? Etc.

2. Terms of Reference (ToR) Research Objectives To analyse an existing case on multi-stakeholder processes, using conceptual frameworks and analytical tools learned during the MSP course in Wageningen; To write a case study description about the MSP (Context, process, results and learning). To provide concrete recommendations to Doarpswurk (and the municipality) on how to give adequate follow- up to the process.

Your task is to make an analysis of the process at two levels: Meta level: Municipality of Heerenveen and Doarpswurk What have been the experiences with the process and the results? What can we learn from this as an organization? What could be the implications for similar processes? Village level: Village association, Doarpswurk, community and other local actors What have been the experiences with the process? What has been the result? Subject Village visions (Village Development Plans) Project initiated in the spring of 2007 by Doarpswurk and the province of Friesland in which 10 villages participated Katlijk and Oude-Nieuwehorne also developed a village vision in 2007 Now it is their challenge to follow up the common vision that was established This process (the development, follow up and implementation) will be the subject of your field study

Doarpswurk (Village work organization) Established in 2006 12 employees Mission: preservation and stimulation of social cohesion and the quality of life in the rural areas of Friesland.
