Geneva Accords (1954) A temporary partition at the 17 th parallel would divide Vietnam into a North and South. France had 10 months to withdraw to south of the division. The supporters of Vietnamese independence would withdraw to the north. No military alliances could be made with outside powers and no foreign military bases could be built on Vietnamese soil. Elections were to be held within two years to determine the leader of a re-unified Vietnam
